ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Environment and Energy (EAE), headed by a Managing Director, aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy.


The responsibility of the Department of Energy (EAE/ENE) is to assist Member States in the transition to a sustainable energy future under the overarching mandate of ISID, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low-carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities.


The Climate Technology and Innovation Division (EAE/ENE/CTI) is responsible for supporting Member States with access to and uptake of low-carbon, climate friendly and clean energy technologies, innovations and entrepreneurship. It focuses on supporting entrepreneurship and facilitating the establishment of conducive innovation systems. In addition, the Division is also responsible for supporting member states with enabling markets for low-carbon technologies and their use by industry and local communities, thereby contributing to climate mitigations and resilience in recipient countries.

This position is located in the Climate Technology and Innovation Division (EAE/ENE/CTI) within the Department of Energy (EAE/ENE), where the Private Financing Advisory Network (PFAN) is housed.


PROJECT CONTEXT
The Private Financing Advisory Network (PFAN) is a global network of more than 130 climate and clean energy financing experts, initiated in 2006 to bridge the gap between entrepreneurs and private sector investors. Since 2017 PFAN has been hosted by the United Nations Industrial Development Organization (UNIDO) and the Renewable Energy and Energy Efficiency Partnership (REEEP). PFAN advises low-carbon, climate resilient businesses in developing countries and matches projects to appropriate private financing. With our global mission to mobilize private investment for climate change adaptation and mitigation in support of the Paris Agreement on Climate Change and the Sustainable Development Goals. We continue to be driven by our determination to assist promising entrepreneurs to succeed, and we recognize not only our responsibility but also the opportunity to contribute towards the overarching goal of gender equality and the empowerment of women.

To date, PFAN advisors have coached more than 1,000 projects, from which 185 raised a total of USD 2 billion of investment leading to the installation of ca 2 GW of clean generation capacity and contributing to over 4 million tons of CO2 equivalent reduction on an annual basis.


PFAN serves three functions:
1. Capacitate entrepreneurs and businesses to develop bankable projects;
2. Mitigate investor risk;
3. Facilitates project funding to increase and mainstream investments in low carbon, climate resilient projects for sustainable development.


PFAN is active in various regions, where it directly responds to the urgent need for capacity building of project proponents as well as investors, and in parallel to the need of market creation to help develop the investment opportunities and stimulate the interest of market participants. In particular, PFAN sources promising and mature projects of significant size (the typical deal size supported by PFAN is USD 1-50 m) and provides highly specialized technical assistance to support the project proponents in developing investment-ready proposals. These proposals are then introduced to prospective sources of finance. 


PFAN aims to ensure that women and men have equal opportunity to benefit from and participate in its services. Promoting gender equality is not only beneficial from a societal point of view, but also from an economic and impact perspective. PFAN recognizes not only its responsibility, but also the opportunity to engage with more women, more women-led businesses and more gender-focused projects. The main objectives with this regard include:
1. To achieve greater, more sustainable, equitable outcomes and impacts in an efficient and comprehensive manner by empowering women to actively contribute to and benefit from PFAN’s network and services.  
2. To encourage every project supported by PFAN to be gender-responsive so that women and men’s resilience to and ability to address climate change, as well as access to clean energy, are equally enhanced.   
3. To increase the pool of women-led and gender-focused projects in the clean energy and climate change adaptation sector to reduce the gender gap of climate change-exacerbated social, economic and environmental vulnerabilities.


FUNCTIONAL RESPONSIBILITIES
PFAN has initiated its focus on climate change adaptation some years ago and successfully supported adaptation SMEs. Building on this experience, PFAN aims to scale up its focus on adaptation.  
Under the oversight and coordination of the PFAN Programme Manager at UNIDO and in close cooperation with the PFAN Management Unit, Regional Coordinators and the Network, the PFAN Climate Change Adaptation Expert is expected to:
1. Develop and implement a plan to increase PFAN’s focus on climate change adaptation; 
2. Deliver capacity building to PFAN Network in identifying and supporting climate change adaptation projects;
3. Support identification and development of adaptation-related concepts and funding proposals; 
4. Participate in evaluation of adaptation projects applied for PFAN support;  
5. Increase PFAN’s visibility on climate change adaptation.

The PFAN Climate Change Adaptation Expert will carry out the duties as described below.


Main duties
1. Develop and implement a plan to increase PFAN’s focus on adaptation: 
•  Identify the most impactful areas, opportunities and value proposition for PFAN in the climate change adaptation domain. 
•  Define a relevant and applicable scope of adaptation for PFAN, by taking reference of existing taxonomies (e.g. of Lightsmith Group) and previous PFAN work and experience on adaptation. Support the integration of this scope in project identification and selection process. 
•  Suggest concrete action items for increasing PFAN’s pipeline of adaptation projects and active own network for sourcing projects.
•  On the basis of best-practice and relevant initiatives, develop a set of indicators to monitor impact of climate change adaptation projects, to complement the existing PFAN Monitoring, Evaluation and Learning Framework.
•  In coordination with the PFAN Partnership Manager, support the expansion of PFAN’s partner network on adaptation with the specific purpose to enhance PFAN’s impact.

 
2. Deliver capacity building to the PFAN network on climate change adaptation: 
•  Develop a set of interactive training modules on PFAN’s adaptation focus and sourcing and supporting suitable PFAN adaptation projects, with a focus on both adaptation technologies and business models. 
•  Deliver trainings to the PFAN network, including PFAN Regional Coordinators, Country Coordinators and Advisors, as well as Project Officers and Evaluators.

 
3. Support to other PFAN adaptation activities:
•  Support the identification and development of project concepts and proposals on climate change adaptation for Green Climate Fund and other funding partners. 
•  Provide support to securing of additional funding for adaptation activities.


4. Participate in evaluation of adaptation projects applied for PFAN support.

 
5. Increase PFAN’s visibility on climate change adaptation: In coordination with the Network and the Communications team, increase PFAN’s visibility on climate change adaptation through PFAN- and external- events, knowledge products and investor showcases. 


MINIMUM ORGANIZATIONAL REQUIREMENTS 
 

Education: Advanced university degree in engineering, economics, climate change or other relevant discipline. 
 

Technical and Functional Experience: 
• At least seven years of professional experience in the field of climate change adaptation, sound understanding of climate change adaptation technologies, innovations and business models. 
• Profound knowledge on landscape of climate change adaptation finance and established network with related actors from private sector, including investors, and funding entities including of Green Climate Fund. 
• Established contacts with financiers/institutions/organizations active in the climate change adaptation space. Exposure to the needs, conditions and problems in developing countries, especially related to climate change adaptation will be an advantage. 
• Ability to research and analyse information and to write in a clear and concise manner. Ability to work independently and effectively in highly decentralised, multi-cultural teams.
 

Languages: Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language, particularly French and Spanish will be considered an asset.
