Senior Political Officer (AULO-PAPS): Purpose of Job

The Senior Political Officer will assist in carrying out the mandate and mission of the Peace, Security, Democracy and Governance Liaison Office with the Senior Officer. 
 

Main Functions of the Senior Political Officer

•    Contribute to the strengthening of peace and reconciliation, political and security crisis resolution and community conflict management. 
•    Contribute to the preparation and follow-up of the division’s activities, including monitoring and evaluation of progress in accordance with a pre-defined strategic plan; 
•    Contribute to the conduct of timely and accurate analysis and reporting for internal use by the respective unit/division and the AU; 
•    Conduct preliminary research on respective policy areas and suggest further improvements in existing and new policy areas; 
•    Assist in setting the overall research direction of a relevant policy area; 
•    Responsible for the delegation and execution of defined areas of assignment; 
•    Participate in the organization of relevant meetings, congresses and conferences with stakeholders; 
•    Dialogue with relevant mid-level stakeholders and build working relationships. Support the promotion of the Division’s activities, including the preparation of brochures, guidelines and fact sheets; 
•    Assist in the preparation of reports and participate in the preparation of the budget and work programs related to the operation of the Unit / Division; 
•    Provide technical support to internal and external stakeholders. 
 

Specific Responsibilities of the Senior Political Officer

•    Assist in monitoring the actions of intergovernmental groups, UN agencies, governmental and nongovernmental organizations.   
•    Support the facilitation of the work of the Ministerial Committee on African Nominations within the international system.      
•    Assist in facilitating the work of the Committee of 10 Heads of State on UN Security Council Reform. 
•    Support the coordination of the work of the Sub-Committee on Human Rights, Democracy and Governance of the CRP. 
•    Support the development and advocacy of common African positions on relevant issues of democracy, governance, peace and security 
•    Monitor and report on the situation in the Middle East and Palestine.Work closely with the Headquarters,  
•    Draft a daily report, participation in meetings with the government, strategic partners, civil society and parties, travel within the country. 
•    Produce meeting minutes, analysis and alert notes, with a keen sense of observation and proposal; 
 

Academic Requirements and Relevant Experience

Master’s degree in Political Science, Human Rights, Conflict Resolution or any other discipline related to the major duties with 7 years of progressive working experience in democracy, governance, peace and security, conflict prevention, management and resolution, of which 3 years should be at a supervisory level. 
 
He/She shoud have a solid experience in a country in crisis and available for field work, in order to better assist the Special Representative; 
 
Or 
 
Bachelor degree in Political Science, in Political Science, Human Rights, Conflict Resolution or any other discipline related to the major duties with 10 years of progressive working experience in democracy, governance, peace and security, conflict prevention, management and resolution, of which 3 years should be at a supervisory level. 
 
He/She shoud have a solid experience in a country in crisis and available for field work, in order to better assist the Special Representative; 
 

Required Skills

•    Strong oral and written communication skills 
•    Strong analytical skills 
•    Ability to work across multiple business units/geographic areas; culturally sensitive environment  
•    Proficiency in one of the AU officials working languages (French, English, Portuguese, Arabic) and fluency in another AU language(s) is an added advantage

TENURE OF APPOINTMENT:

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 99,274.80  (P3 Step 5) inclusive of all allowances for internationally recruited staff, and US$  82,211.38 inclusive of all allowances for locally recruited staff of the African Union Commission.
