Mission and objectives

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs).

UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Energy is one of UNDP’s six signature solutions, alongside poverty and inequality, governance, resilience, environment, and gender equality, to support countries towards three directions of change: structural transformation, leaving no one behind and resilience.

Context of the Energy and Climate Policy Assistant Role

The central purpose of the Rome Centre is to ensure the effective implementation and further development of the strategic partnership between the Italian Ministry of Ecological Transition (MITE) and UNDP. The initial phase of the activities will run from 2022 to 2025 gearing up – among other initiatives – to the Italian Presidency of the G7 in 2024. The goals of the partnership are linked to 2030 as a crucial year for global climate and sustainability goals.The partnership – in this initial phase will focus on the critical policy areas of climate action, youth engagement and energy transition.

These objectives will be advance through the rapid, effective and sustainable implementation of two main programmes. • The Youth for Climate Programme • The Italy-UNDP Energy Partnership Furthermore, to guarantee the effective implementation of The Youth for Climate Programme and The Italy-UNDP Energy Partnership, and indeed to ensure the strategic and long term impact of both these programmes and the broader partnership, the Centre will be strengthened to support the development of broader strategic partnerships. Delivering on the Italy-UNDP Partnership, the Centre will provide support to the international cooperation efforts (strategic objectives) of Italy and will support UNDP’s global policy initiatives.

Recognizing that change will be disruptive, UNDP will work to ensure that such transitions are just, and that their impact on vulnerable people is understood and duly mitigated. The Energy and Climate Policy Assistant will report to the Coordinator of the Rome centre for climate action and energy transition. S/he will work collaboratively with a number of key staff across Bureaus and Units.

Task description of Energy and Climate Policy Assistant

Within the delegated authority and under the supervision of Project Manager or his/her designated mandated representative(s), the UN Volunteer Energy and Energy and Climate Policy Assistant will:

Support the implementation of the Youth for Climate Programme and the Italy-UNDP Energy Partnership; • Provide support in coordinating the development and operationalization of the Rome Centre programs; • Identify and conduct suitable research and analytical work to prepare regular reports and updates; • Prepare reports and other needed materials to support the work; • Support the organization of meetings with donors, partners, and other key stakeholders; • Contribute to relevant think pieces, newsletters, and communication material; • Support the activities, outreach, and implementation of the Rome Centre; • Any other related tasks as may be required or assigned by the supervisor. Technical Services to Country Offices and Member Countries: • Support communication and outreach activities; • Support the internal coordination within UNDP; • Contribute, and coordinate as requested, substantive inputs for energy programming outputs as well as to youth engagement activities; • Support relevant meetings with other teams in UNDP; • Support, in particular from a visual and presentation perspective, the preparation of reports and briefings on topics related to the work of the Centre.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work.

As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs: • As an active UNDP Rome team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP Rome and its beneficiaries in the accomplishment of her/his functions; • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Requirements for the Energy and Climate Policy Assistant Role

Required experience

0 years of experience in or up to 2 years in dealing with climate (mitigation and adaptation) and energy policies, programs and projects in the context of development cooperation with a particular focus on Sub Saharan Africa; • Solid knowledge of energy and climate international politics including national, regional and continental climate strategy and agendas; • Familiarity with COP ecosystem and in providing coordination for event participation and organization, drafting of briefing etc; • Knowledge of the Italian public administration and private sector systems; • Experience in maintaining contact and networks in public-private partnership between international organizations and private sector, foundation etc; • Experience in supporting activities across multiple workstreams and activities (e.g., program work plans, stakeholder engagements, coordination of partners, etc.); • Experience in providing support for the coordination of inputs from country and regional offices located in other geographic areas; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Demonstrated research and analytical in the field of energy and climate with data management, data collection, publications, drafting papers etc.; • Demonstrated communication and presentation skills, including experience in the management of social media platforms and innovative communication tools; • Experience in international or multilateral organizations (e.g., UN agencies, European Commission, etc.) and with international actors and initiative in the field of climate change and energy (SEforALL, IRENA, NDC partnerships, UNFCCC, Green Climate Fund etc.); • Desirable: Experience in supporting an office in engaging with high-level stakeholders in the public and private sector; • Experience with data analysis and presentation; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Self-motivated, proactive, ability to work with minimum supervision; ability to work with tight deadlines; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Experience working with young people, activists and youth network; • Extracurricular volunteering experience in the field of development cooperation or demonstration of initiative skills may be an asset.

Living conditions and remarks

Rome is the capital of Italy. It is a is predominantly Roman Catholic city, located in the central western portion of the Peninsula in the Lazio region. It is one of the most populous cities in Europe with 2,872,800 residents. It has a Mediterranean climate with cool, humid winters and warm, dry summers. Moreover, it offers a diverse population, with predominance of immigrants with Polish, Ukrainian and Albanian origins. Housing, particularly in the centre of cities, is very expensive, average price for one-bedroom apartment is between 700€ and 1.000€ per month.

Utilities (gas and electricity) are usually not included in the rent. Crime levels are generally low but there are higher levels of petty crime. As a matter of general safety, it is best not to loiter around Termini Station or in metro stations at night, and don’t walk alone at night in unknow areas. The Italian SSN (National Health Service) is a universal, egalitarian public system guaranteeing assistance to all citizens. Italy is a unique country that It provides an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable.

UN Volunteer entitlements and allowances:

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
