Purpose of Job

The Senior Compliance Officer will coordinate the Multinational Joint Task Force (MNJTF) compliance team and provide appropriate guidance in the operationalization of an MNJTF specific compliance framework in line with AU Compliance Framework (AUCF).
 

Main Functions

Facilitate the development and establishment as well as enhancement of policies, processes, procedures and mechanisms towards ensuring compliance to International Humanitarian law, international human rights law and conduct and Discipline of MNJTF personnel and Operations. The duties of the Senior Compliance Officer will be guided by the African Union Compliance Framework. In this regard, the Senior Compliance Officer will work with the Compliance Cell in the PSOD and with the Compliance Policy Officers in the MNJTF Sectors to monitor, report and advise on human rights issues and coordinate with relevant partners and stakeholders on these matters.
 

Specific Responsibilities

  • Development and review of mission specific policies, guidelines, SOPs and mechanisms on compliance.
  • Ensure implementation of existing mission policies, guidelines, SOPs, procedures and mechanisms on compliance, including on handling persons associated with Boko Haram;
  • Development of relevant strategies for preventing misconduct and IHL-IHRL violations in consultation with the PSOD
  • Integrate AU compliance policies and related processes into MNJTF mission management and implementation practice of mission mandates and tasks
  • Coordinate with the Compliance Cell in the PSOD in ensuring effective training on compliance with IHRL, IHL and conduct and discipline are provided as part of Pre- Deployment and in-mission trainings;
  • Support the design, development conduct and review of mission-specific compliance training courses, in coordination with the Compliance Cell in the PSOD, with regards to the needs of civilian and uniformed personnel;
  • Conduct induction training for MNJTF Senior Mission Leadership (SMLs)
  • Facilitate the development and operationalization of systems, procedures and mechanisms for monitoring, reporting on, investigating, and ensuring accountability for IHRL and IHL violations and misconduct by personnel of MNJTFs in compliance with standards on independence, effectiveness, promptness, and transparency.
  • Support coordination with MNJTF TCCs to enhance structures and mechanisms that can ensure accountability for violations of IHRL and IHL and violations of applicable standards of conduct and discipline;

Academic Requirements and Relevant Experience

  • A Master’s degree in law, Political Science, International Relations, Social Sciences or any related fields with seven (7) years of experience of which three (3) years at supervisory level.

Or

  • A Bachelor’s degree in law, political science, International Relations, Social Sciences or any related fields with ten (10) years of experience out of which three (3) years at supervisory level.

Required Skills

  • Professionalism: Demonstrated proficiency in the fields of law, human rights, social sciences and/or conflict management-related issues. Knowledge of institutional mandates, policies and guidelines pertaining to policy development and processes.
  • Knowledge of legal, policy and knowledge management processes: Demonstrated professional competence in assignments held to date. Strong analytical capacity, and ability to identify, analyse and articulate complex issues/problems. Ability to work independently with minimal supervision. Ability to apply good judgment in the context of assignments given. Ability to conduct research, including the ability to evaluate and integrate information from a variety of sources and assess the impact on the compliance and accountability activities. Ability to work under extreme pressure, on occasion in a highly stressful environment. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. TENURE OF APPOINTMENT:

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables. 

LANGUAGES:
Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese, and Spanish) is mandatory and fluency in another AU language is an added advantage

REMUNERATION:

The salary attached to the position is an annual lump-sum of US$  89,891.62 (P3 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 76,352.16 inclusive of all allowances for locally recruited staff of the African Union Commission.
