Are you an experienced communications professional with a passion for supporting development in Africa? IFC – International Finance Corporation is hiring an External Affairs Short-Term Consultant in Namibia.
Overview
The World Bank Group is recruiting a communications consultant, based in Windhoek, to support its Namibia Country Office, in close consultation with the External Affairs leads of the IBRD and IFC in the
region. The communications program is directed at building understanding and support for the work of
the WBG and ensuring the full spectrum of views and information is brought into the WBG’s decision-
making. The External Affairs Short-Term Consultant role will entail connecting and engaging with diverse stakeholders, promoting an informed and evidence-based debate about development in the country/region, and enhancing awareness of WBG programs and their impact for Namibia. Key audiences include government officials, private sector clients, think tanks and researchers, business leaders, civil society organizations, development partners, journalists, and internal decision makers within the World Bank Group.
Roles and Responsibilities:
The role is aimed at enhancing understanding and support for the World Bank Group’s work among
diverse audiences, including government officials, civil society organizations, business leaders, journalists
and development partners. The External Affairs Officer will operate under the guidance of the IBRD
Senior External Affairs Officer for East and Southern Africa and the IFC Regional Communications Officer
for Southern Africa, both based in South Africa.
He/she will be expected to develop a clear narrative & strategic communication around key issues, build
effective stakeholder networks to support the green, resilient, and inclusive transformation of Namibia,
proactively deploy advocacy and campaign strategies, manage reputational risk, disseminate results, and
support internal communications.
Selection Criteria:
- Master’s degree with 5 years of relevant experience or bachelor’s degree with 10 years of relevant
experience, in a relevant discipline (communication, journalism, international affairs or other
related fields). - Excellent written and spoken command of English, and the ability to convey complex ideas in a
creative, clear, direct, and lively style. Proficiency in a local language will be advantageous. - Strong understanding and experience with digital content and social media.
- Sufficient understanding of project management concepts to propose and develop drafts of
communications plans and strategies with minimal supervision. - Able to apply standard project management tools, methodologies, and processes; able to identify
and mitigate project risks as well as manage project issues. - Experience working in an international organization and on development issues.
- Knowledge of, and experience working with the Government of Namibia and public institutions,
ideally federal and member state, CSOs, universities and other key actors in the country - In-depth knowledge of international trends and political/economic issues related to development.
- Strong diplomatic, interpersonal, and teamwork skills; sensitivity to working in a multicultural
environment; flexible attitude toward shifting demands. - Demonstrated ability and personal organization skills to multitask, take initiative, personal
ownership, and accountability to meet deadlines, work under pressure, and achieve agreed-upon
results.
