The Institute for Justice and Reconciliation (IJR) is seeking the services of a qualified and experienced researcher to undertake a study that will inform the development of South Africa’s second-generation National Action Plan (NAP) on Women, Peace and Security (WPS).
Terms of Reference (TOR) Consultancy Opportunity for Research to Inform South Africa’s Second National Action Plan on Women, Peace and Security
The Institute for Justice and Reconciliation (IJR) is seeking the services of a qualified and experienced researcher to undertake a study that will inform the development of South Africa’s second-generation National Action Plan (NAP) on Women, Peace and Security (WPS). This Terms of Reference outlines the purpose, scope, and expected deliverables of the assignment, which aims to support the creation of an inclusive, evidence-based NAP that builds on the progress and lessons learned from the first plan, while advancing South Africa’s ongoing commitments to the WPS agenda.
Purpose
The study will provide a comprehensive analysis of the current context, policy landscape, progress and challenges with NAP implementation, and recommendations for the development of a revised NAP aligned with South Africa’s international and regional commitments.
Scope of Work
The consultant will be expected to
- Conduct a desktop review of existing literature, policy documents, and previous evaluations of South Africa’s first WPS NAP.
- Undertake field-based research, including stakeholder interviews and focus group discussions with government departments, civil society, and affected communities.
- Map key actors, institutions, and mechanisms involved in WPS implementation, including gaps and opportunities.
- Facilitate consultations with government departments, civil society, and other stakeholders.
- Provide evidence-based recommendations to inform the drafting of the new WPS NAP.
Expected Deliverables
The consultant will be responsible for the following:
- Inception report with a detailed methodology and timeline.
- A comprehensive final study report with key findings and actionable recommendations.
- Presentation of findings to key stakeholders.
Eligibility Criteria
- Proven expertise in gender, peace and security, and public policy in the South African or regional context.
- Experience in qualitative research, policy analysis, and stakeholder consultation.
- Familiarity with the WPS agenda, national and regional implementation mechanisms, and international best practices.
Duration
The assignment is costed over 15 full working days and is expected to be completed within a three-month period, starting from 01 July 2025.
Submission Guidelines
Interested consultants must submit:
- A proposal (max 3 pages) outlining the proposed methodology, work plan and financial proposal.
- CV(s) of the consultant(s) with relevant experience.
- One sample of recent, relevant research work.
Remuneration
The selected consultant will be remunerated in accordance with the agreed terms and scope of work.
