Purpose of Job
The Transport and Logistics Officer will support Africa CDC’s Supply Chain Division in ensuring the efficient and timely delivery of health commodities across Member States. Reporting to the Warehouse and Logistics Team Lead, the Transport and Logistics Officer will manage transport operations, coordinate shipments during public health emergencies, and ensure compliance with AU logistics procedures. This role is critical to Africa CDC’s ability to respond swiftly to health crises and support health system resilience across the continent.
Main Functions
- Develop and implement transport and logistics strategies to support the timely and cost-effective delivery of public health supplies and equipment. Plan routes, assess transport modalities, and coordinate shipment schedules across regional and continental operations
- Ensure the smooth execution of day-to-day logistics operations, including inbound and outbound shipments, customs clearance, and last-mile delivery, in collaboration with internal teams, Member States, and logistics service providers.
- Oversee the management of vehicles and related logistics assets, ensuring operational readiness, proper documentation, maintenance scheduling, and usage tracking in line with AU regulations.
- Ensure that all logistics and transport operations adhere to Africa CDC, AU, and international standards, including safety, security, and regulatory compliance. Identify and mitigate logistical risks, especially in emergency response settings.
- Maintain accurate records and documentation of all transport and logistics activities. Provide regular reports and dashboards to inform decision-making and performance monitoring
Specific Responsibilities
- Organize and monitor the movement of medical and emergency supplies across Africa CDC’s logistical corridors.
- Coordinate international and domestic freight (air, road, sea) with logistics providers and customs authorities.
- Prepare shipping instructions and ensure timely dispatch and receipt of consignments.
- Participate in rapid deployment teams to support public health emergencies by managing logistics support for Africa CDC missions.
- Pre-position critical logistics assets and supplies in coordination with regional warehouse hubs and emergency operations centers
- Facilitate customs clearance procedures for humanitarian shipments.
- Maintain relationships with national authorities and border agencies to expedite clearance and reduce bottlenecks
- Liaise with pre-qualified transport service providers and monitor their performance against SLAs.
- Provide inputs for procurement processes for transport and logistics services, including TORs, technical evaluations, and performance reviews
- Coordinate the movement of supplies between central and regional warehouses and field sites.
- Assist in stock replenishment planning and timely distribution of goods based on programmatic needs.
- Track logistics KPIs (delivery lead times, transport cost efficiency, fleet availability) and provide analytical insights.
- Document lessons learned and contribute to the development of logistics SOPs and best practices
- Support Member States in strengthening their national logistics and transport capacities, particularly during PHEs.
- Organize training sessions on logistics management, fleet safety, and emergency transport procedure
Academic Requirements and Relevant Experience
Master’s degree in Supply Chain Management, Logistics, Business Administration, or a related field with a minimum of 2 years of relevant experience in logistics, transport management, or supply chain operations, preferably in an international organization or a complex emergency environment.
Or
A Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or a related field with a minimum of 5 years of relevant experience in logistics, transport management, or supply chain operations, preferably in an international organization or a complex emergency environment.
REMUNERATION:
The salary attached to the position is an annual lump-sum of US$ 85,212.07 (P2 Step 5) for internationally recruited staff, and US$ 66,751.81for locally recruited staff of the African Union Commission.
