Organizational Setting
FAO’s Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO.

The Human Resources Division is composed of two main clusters, (i) the Integrated Talent Management, providing advice and managing position management, recruitment, mobility, staff development & training, performance management and social security, and (ii) the HR Strategy and Policy, providing HR strategic guidance, policy and oversight.

The position is located in the Social Security Branch (CSHS) of the Human Resources Division (CSH) at FAO headquarters in Rome, Italy.

CSHS coordinates and provides advice and information on pension, social security, insurance schemes and provisions and emergency responses and staff support during crisis related to HR for FAO. It administers the United Nations Joint Staff Pension Fund (UNJSPF) on behalf of FAO current and former staff members, investigates requests for recognition of accidents/illnesses as Service-Incurred, administers related compensation benefits and manages medical and other insurance plans offered to FAO/WFP staff, consultants and other non-staff and retirees.

Reporting Lines
The Human Resources Officer (Social Security) reports to the Senior Human Resources Officer in the Social Security Branch.

Technical Focus
Support the administration of the UN Joint Staff Pension Fund (UNJSPF) participation staff in field offices and at headquarters. He/she ensures that the application of the UNJSPF regulations, in connection with the Organization’s human resources policies, as well as HR rules and regulations.

Key Functions

  • Processes and coordinates arrangements and delivers services in an HR discipline.
  • Researches and analyses HR policy and service delivery issues, maintains operational statistics and prepares related reports.
  • Contributes to the development of information and training materials; coordinates and assists in the presentation of information/training sessions to management and staff.
  • Provides HR information and advice to management and staff.
  • Participates in project teams and work groups.

Specific Functions

  • Administers UNJSPF participation for FAO participants from onboarding to separation. Liaises with counterparts at the UNJSPF to secure expeditious payment of benefits. Maintains relevant digitized documents in e-files.
  • Performs and verifies estimates of benefits (retirement, early retirement, widow/er/s, children, disability, etc.). Calculates contributions due and follows up on validations, manages restorations and transfers. Addresses inquiries and organizes online and face-to-face meeting with internal clients as required. Assists in the administration of benefits or entitlements by reviewing HR rules and regulations and determining eligibility, arranging payments and/or settling financial claims.
  • Provides logistical and administrative support to the Secretary of the FAO/WFP Staff Pension Committee (SPC), maintains close attention to UNJSPF Board related activities and decisions on regulations, following upon policy issues of interest to staff and management. Refers matters for review and makes recommendations, for approval or decision with reference to the effect of UNJSPF changes in Rules and Regulations.
  • Assists in performing, reviewing, and streamlining interface processes to maintain accurate and complete data of UNJSPF participants. Liaises with internal and external counterparts to investigate interface errors to analyse, resolve and correct HR and Financial record discrepancies between the UNJSPF and FAO. Participates in data cleansing to align FAO and UNSJPF data, in close liaison with HR and Payroll colleagues. Participates in the development of IT system enhancements, assists in defining and drafting functionalities, elaborating scenarios and performing tests.
  • Provides verbal and written explanations to managers and staff regarding the application of HR rules, regulations and procedures. Proposes solutions to uncommon problems. Supports the global HR community and the organization at large on Pension Fund and social security provisions, with the objective of improving the wellbeing and engagement of FAO’s global population.
  • Assists in reviewing and developing tools to facilitate daily administration of UNJSPF participants (reports, comparisons of data calculation and verification tools).
  • In collaboration with the FAO Chief Medical Officer, other internal stakeholders and partner Rome-Based Agencies, monitors the smooth delivery of SPC disability cases for recommendation or review and their timely submission to UNJSPF for consideration. Assists in maintaining calendar of activities, membership and minutes of the FAO/WFP SPC.
  • Assists in the development, adaptation and updating of internal communication training and briefing materials for participants, HR counterparts based in field locations and future retirees.
  • Supports collaborative partnerships with the other international organizations’ Staff Pension Committee’s community and social security specialists, to harmonize approaches and share best practices.
  • Develops and maintains HR systems, processes and practices.
  • Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements for Human Resources Officer (Social Security) position

  • Advanced university degree in human resources, business management and administration, economics, finance and accounting, organizational development, or a related field.
  • Three years of relevant experience in human resources management and administration, including experience in social security, pension, medical and life insurance schemes.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  • Work experience in more than one location or area of social security scope of work is desirable.
  • Extent and relevance of experience in human resources management closely related to social security, pension, medical and life insurance schemes.
  • Experience in human resources management in the United Nations common system and/or other international organizations is considered a strong asset.
  • Ability to be discrete and maintain a high degree of confidentiality.
  • Familiarity with the operational framework of the UNJSPF and its systems will be considered as an asset.
  • Familiarity with Enterprise Resource Planning (ERP), UNJSPF Integrated Pension Administration System (IPAS).
  • Working knowledge (proficient – level C) of another official language is considered an asset.
