Organizational Setting
The Office of Emergencies and Resilience is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises by
i) increasing the numbers of people reached in I PC 3 and above and ii) increasing the numbers of people supported to move out of IPC 3 and above from a humanitarian caseload onto pathways of resilience and development.
FAO has mainstreamed a humanitarian, development, peace nexus approach and a localization agenda throughout its strategic positioning and programmatic design and implementation at country and regional levels. In this organizational setting, OER is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices (DOs) to assist member countries to prepare for, and respond to emergencies as well as strengthen capacities of national and sub-national institutions and partners for resilience and risk-informed development.
OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security and sectoral/systems assessments, early warning activities related to emergency and humanitarian analysis and responses.
OER plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises of the Organization’s programme in areas such as risk governance and coordination, anticipatory actions, disaster risk reduction, early warning and response in agriculture and food chain crises.
Developer Reporting Lines
The Developer will work under the overall supervision of the Emergency and Rehabilitation Officer (CVA), OER.
Developer Technical Focus
The incumbent will contribute to application development in OER, developing solutions using the latest technologies and mainstreaming their adoption, working in one of the following roles:
• UX/UI Designer
• Web/Mobile/Frontend Developer
• Backend Developer
• Data Visualization Expert
• Cloud DevSecOps Engineer
• Linux VPS Administrator
Developer Tasks and responsibilities
The incumbent will support, lead and/or execute the following duties with respect to information systems:
• Participate in an Agile software development team, building high-quality and effective software products that deliver real solutions in the shortest time;
• Develop applications using SDLC methodologies such as CI/CD models and tools;
• Participate in design discussions, develop mock-ups and translate business requirements into technical tasks;
• Develop, test, debug and maintain applications; address systems performance issues and crashes as per operations requests when necessary;
• Ensure coherency and compliance with appropriate organizational standards in close collaboration with quality assurance (QA), information security (InfoSec) and user experience functions (UX);
• Setup and support various mobile and web-based data collection tools;
• Design, implement and deploy various dashboards with varying data sources for different audiences.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Developer Minimum Requirements
• University degree or equivalent in Computer Science, IT engineering or Professional Software Engineer;
• At least 2 years of professional experience (Category C) working as a software developer, project lead or project support in complex software solutions or large development teams;
• Working knowledge (level C) of English and limited knowledge (level B) of any other official language of the Organization (Arabic, Chinese, French, Spanish or Russian). For PSA, working knowledge (level C) of English.

Technical/Functional Skills
• Experience in the profiles of software developer, project lead or project support;
• Deep knowledge and skill in programming techniques, technologies and frameworks;
• Experience in designing mobile & cloud first architectures;
• Familiarity with defensive and secure programming techniques;
• Knowledge of internet and web protocols and standards;
• Knowledge of software development best practices including version and release management, continuous test, integration and delivery is desirable;
• Knowledge in test-driven development, agile methodologies, cloud architectures, APIs and/or DevOps is desirable;
• Ability to implement solutions to complex problems in the front end, back end and mobile platforms;
• Ability to advise decision-makers on project management, financials and administrative issues;
• Ability to communicate effectively.
Selection Criteria
The incumbent will have experience in one or more of the following specializations and/or technologies:
• UX/UI – Design, business models, success KPIs, human-centred design, storyboarding and customer journeys, internationalization and multi-cultural interfaces, and material design
• Mobile/Web/Front End AppDev – Android native with Java, Room DB, NFC, Android Keystore, integration with and using third-party SDKs, React, JavaScript, HTML, CSS, Bootstrap, Kobo, ODK
• Backend AppDev – PHP, MySQL, PostgreSQL, AWS RDS, Aurora, Cloud REST APIs
• Data Visualization – Tableau, PowerBI
• Cloud DevSecOps – SDLC, Continuous Integration and Delivery (Bitbucket Pipelines) – AWS Infrastructure as a Code, setting up and managing various AWS services and tools
