Purpose of the Consultancy

The Division of Healthy Environments and Populations (DHP) seeks to hire a consultant to support the work of the Division of Healthy Environments and Populations (DHP) in scaling up the ‘Communication for Health’ (C4H) approach to its work on healthy ageing, tobacco control, social determinants of health, violence and injury prevention, and the prevention and control of noncommunicable diseases including physical activity.  This work will include designing C4H campaign/s and regional communications plans and activities, strategic support and guidance on the development of all communication materials, and collaboration with the Regional Communications Manager, technical focal points of the Division in planning and developing products, and relevant WHO Country Offices to execute the campaign/s, and designing and implementation of a monitoring, evaluation and learning plan.
Background
The Division of Healthy Environments and Populations (DHP) works to support countries in addressing the root causes of ill health through transitioning from unhealthy environments and treatment-focused healthcare systems (“sick system”) to health-enabling environments and healthcare systems (“healthy system”).  Communication for Health (C4H) leverages the power of communications as a tool for health. Individuals, health workers, policy-makers and government leaders make decisions every day that affect people’s health. These decisions are often shaped by the information people have, the ways in which they communicate and with whom, and the psychological, sociocultural and environmental factors at play. Evidence-based, strategic communications – that is, using communication principles and processes to target a particular audience for a specific purpose, based on known audience needs and preferences – is an extremely powerful tool for tackling complex health challenges. Whether it be promoting health-protective behaviours for COVID-19, increasing vaccination rates, reducing stigma around mental health, or advocating for inclusive health policies, strategic communication can play an important role. Communication that understands the audience and the drivers of their behaviours, and communication that is understandable, credible, accessible, relevant, actionable and timely, can improve people’s awareness, shift attitudes, change behaviour, and spark policy reform. This is why WHO is scaling up its use of C4H to achieve health priorities in the Western Pacific Region, and is supporting Member States to apply the C4H approach for improved health outcomes at the individual, community and societal levels.
Deliverables
The work will be performed off-site and will require planning, production, and analysis of creative communications content, as well as regular interaction with Technical Units of the Division and the Regional Communications Office through virtual/online meetings.  Output 1: Communication for Health (C4H) strategy development, planning and implementation 1.1 Develop a strategic communication workplan for the division including the agreed divisional and across-unit/synergistic C4H activities.
1.2 Develop evidence-based content for various C4H activities i.e. oral health, social prescribing, tobacco control, alcohol control, healthy diets, school health, health promotion, and other social and environmental determinants of health-related activities, as required.
1.3 Conduct message testing for various C4H activities, as needed.
1.4 Conduct monitoring and evaluation of completed C4H activities, as required. Output 2: Division-wide communications support 2.1 Develop a division-wide common approach on strategic communication and partnership.
2.2 Support the development of a communication narrative for Healthier Populations.
2.3 Develop contents and information, education and campaign (IEC) materials to promoting and advocating the division’s technical programmes, as required. Materials include but not limited to; digital visual assets for web and social media, videos, event and meeting collaterals, advocacy materials.
2.4 Support the management and documentation of field content production, as needed.
2.5 Support the development and/or management of the division’s social media content and platform e.g. content writing, webpages, feature stories, case studies on various health topics, as needed. Note: The consultant is requested to submit a monthly progress report indicating progress of the above deliverables
Qualifications, experience, skills and languages 
Education Essential:University degree in communications, social sciences, public health or other relevant fields.
Experience Essential: At least four years of relevant experience in communication such as planning, content writing, production of evidence-based content for C4H and general communication activities. Experience in monitoring and evaluation of communication campaigns.
Desirable:Experience working in low-and middle-income settings; and experience working for WHO or other UN agencies. Experience in development and/or implementation of strategic communication strategy or framework. Experience working with public health communications.

Location Off-site. The consultant will telework. The consultant will participate in DHP meetings important meetings with WPRO staff and/or partners as assigned through video conferencing or other technologies. Travel  The consultant is not expected to travel.
Remuneration and budget  Remuneration: TBD
Expected duration of contract: 9 months, 1 April to until 31 December 2024. Consultants shall perform the work as independent contractors in a personal capacity, and not as a representative of any entity or authority. WHO shall have no responsibility for any taxes, duties, social security contributions or other contributions payable by the Consultant. The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW). The successful candidate will be asked to provide relevant evidence related to this condition. A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process. Please note that certain countries require proof of specific vaccinations for entry or exit. For example, official proof /certification of yellow fever vaccination is required to enter many countries.
