Overview of the Post

Under the overall authority of the Director of the Bureau of Strategic Planning and the direct supervision of the Head of UNESCO Windhoek Office, the Partnership Officer shall contribute to the transformation of proposals to the Green Climate Fund (GCF) and on Transforming Mentalities into funded projects.  Additionally, the Partnership Officer will assist the UNESCO Windhoek Office in its partnership development and resource mobilisation efforts including by collecting donor intelligence and advising on funding opportunities, ensuring quality control of project proposals and donor visibility assets, and enhancing the capacities of Windhoek Office staff on partnering for resource mobilization.

Tasks and Responsibilities

1. Support the Windhoek Office resource mobilization efforts including to ensure increased clarity, high quality, and programmatic soundness of partnership proposals, notably the intersectoral proposal on Transforming Mentalities, and the interagency proposal for the Green Climate Fund, updating them to ensure compliance with donor standards and requirements; preparing the timely submission of relevant documents (proposals, correspondence, reports); helping to identify and build relations with partners and potential donors.

2. Serve as the Windhoek Office focal point for engaging with existing and potential donors; organize relevant meetings and missions to facilitate the smooth transformation of proposals into partnered or funded projects; provide regular updates and reports to the Bureau of Strategic Planning, partners and donors, including outside the agreed reporting schedule; provide guidance to the Windhoek Office on leveraging latest developments and initiatives of relevance to Namibia (e.g. new funding initiatives announced by international and regional donors, donors announcing interest in Namibia, etc.).

3. Participate in relevant partnership and resource mobilization events organized by UNESCO Headquarters, the Regional Office for Southern Africa, and the UN System in Namibia, providing expert guidance and knowledge sharing with the Office.

4. Support the UNESCO Windhoek Office with the development of compelling partner and donor visibility communication assets such as fact sheets, a standard slide presentation, website/social media coverage, field visits etc, in accordance with UNESCO terminology and guidelines on the use of its logo.

5. Provide guidance for the elaboration of a Resource Mobilization Plan for the Windhoek Office, and support capacity building of Office staff on resource mobilization including through in-house workshops, and coaching. 

6. Liaise with and provide as requested, relevant resource and partnership monitoring reports to the Bureau of Strategic Planning

Required Qualifications

  • Advanced University degree (Masters degree or PhD) in Business Administration, Communication, Marketing, or other relevant fields.
  • Minimum 5 years work experience in resource mobilization, advocacy, lobbying, including proposal and report writing.
  • Good knowledge and understanding of issues relevant to climate change, water, gender equality, human rights, is required
  • Knowledge of UNESCO or UN System, UN Joint programming, and national, regional, global development aid and philanthropy landscape would be an asset.
  • Fluency in English with excellent writing, advocating and presentation skills.
  • Ability to organize meetings, reconcile conflicting interests, and produce high quality documents with inputs from multiple sources.
