Purpose of consultancy To contribute to the development and pilot of risk assessment tools developed by WHO for Member States.

Background  

Health Emergency Intelligence and Surveillance Systems division (WSE) is responsible to build a system of collaborative intelligence enabling better decisions to avert and manage public health threats and risks. Its goal is to enable, strengthen and support countries, regional and global actors in averting and managing public health threats and risks through collaborative problem solving and decision-making for short-term action and long-term policies, informed by better data and analytics.

The Surveillance Systems Department is responsible for the setting of norms and standards for surveillance, the development of global surveillance strategies, supporting Member States in the implementation of these strategies, and strengthening of national and global capacities for surveillance through applied epidemiology training. The Surveillance department has started a project to enhance the capacity of member state to conduct risk assessment (RA) by improving RA methods, processes, tools and sharing of information.

Deliverables

Deliverable 1: Develop the draft training materials for a formal rapid risk assessment tool developed for Member States.
Expected by: end of May Deliverable 2: Organize training sessions with the selected Member States and pilot the trainings for risk assessment tools developed by WHO for Member States.

Expected by: End of June Deliverable 3: Develop the needed materials to collect the feedback during the pilot phase of the risk assessment tools developed by WHO for Member States, collect and analyze the feedback.
Expected by: End of September Deliverable 4: Develop a repository of risk assessment tools developed by WHO.
Expected by: End of June Deliverable 5: Develop reports on the pilots of the risk assessment tools developed by WHO for Member States.
Expected by: End of December  Qualifications, experience, skills and languages

Educational Qualifications:

Essential: University degree in epidemiology or methodology in health science.  Desirable:  Advanced degree in statistics Alumni from a field epidemiology training programme, or equivalent. Experience Essential: 5 to 10 years of relevant experience in surveillance, including surveillance tools development. Experience in conducting risk assessment at National level, including developing risk assessment methods. Experience in developing training materials. Experience in delivering trainings.

Desirable:  Experience working with WHO or international organizations. Experience in working in low and middle-income countries. Skills:  Strong analytical skills and capacity to synthetize complex information. Strong writing and communication skills. Ability to work independently and produce timely deliverables.

Languages required:

Essential:   Expert knowledge of English.
Desirable:  Intermediate knowledge of French.
Location  Off site: Home-based. Travel  The consultant is not expected to travel.  Remuneration and budget (travel costs are excluded):
Remuneration: Band level B – USD 7,000 – 9,980 per month. Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
N/A Expected duration of contract:  11 months.

The execution of the work under a consultant contract does not create an employer/employee relationship between WHO and the Consultant. WHO shall have no responsibility whatsoever for any taxes, duties, social security contributions or other contributions payable by the Consultant. The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
