This Cash-based Transfer Consultant vacancy announcement is for a “call of interest” for consultants with multi-functional expertise in Cash-Based Transfers (CBT).

THE CASH-BASED TRANSFER CONSULTANT ROSTER WILL HAVE A VALIDITY OF TWO YEARSDuring this period shortlisted Cash-based Transfer Consultant candidates may receive one (or multiple) requests for interview. Individual and different terms of references will be developed for the Consultants selected per the given assignment. The TORs for each deployment will depend on the complexity of the tasks and on the country context.

INCLUSION IN THE ROSTER DOES NOT GUARANTEE ANY FUTURE CONTRACTUAL RELATION WITH WFP. Candidates who will be placed in the roster will not be considered by WFP on a retainer or waiting contract with the Organization. 

ABOUT WFP:

United Nations World Food Programme (WFP) endeavours to reach as many people in need as possible utilising available resources. This means making sure that assistance reaches intended people while preventing or detecting the possible divergence of entitlements (food and cash). WFP either collects personal data from people directly or receives data from partners to enrol people into assistance programmes, and then continually verifies people to make sure that assistance is reaching the right individuals and families.

ORGANIZATIONAL CONTEXT:

When WFP sends people money, we give them the flexibility to choose what they need and when they need it. People spend most of the money WFP sends them on food, but they also can use it to pay medical bills, rent or school fees. Sending people money means that they don’t need to make impossible trade-offs, like deciding to eat less so that they can keep all their children in school. 

CASH-BASED TRANSFER CONSULTANT JOB PURPOSE: 

As a Cash-based Transfer Consultant, your role will help to save and change people’s lives by supporting countries to deliver high-quality cash transfer programmes. You will do that using the most appropriate methods, putting people at the center, and implementing cost efficient and effective Cash Policy phases.

As you may also work in hardship duty stations, staying focused and calm while under pressure and having a resilient mindset are essential to make a difference towards achieving Zero Hunger.

In line with our WFP Cash Policy Guiding Principles, you will contribute to the achievement of the Cash Policy Outcomes, supporting governments, donors, and partners in their increasing use of cash transfer programmes to provide income support to the most vulnerable people and to keep money flowing in national economies.

      Depending on the location of where support is needed, the Cash-based Transfer Consultant could work in Country Offices and Regional Bureaus. You will likely report to a Head of Programme, Chief or relevant Director.

CASH-BASED TRANSFER CONSULTANT KEY ACCOUNTABILITIES AND RESPONSIBILITIES:

  1. Provide technical specification for the formulation of WFP-wide CBT programme policies in line with both organizational strategy and the practical realities of operating in the field.
  2. Contribute to the design and development of innovative CBT programmes that are people-centered, prioritize women and are responsible to people’s changing needs and preferences.
  3. Support the identification, development and management of potential partnerships to enhance understanding of markets and the local financial context and strengthen government community ownership.
  4. Contribute to the implementation of the IDM standards with regards to collecting, storing and managing people’s personal data.
  5. Support with research and analysis the implementation of the Cash Assurance Framework and identify gaps in controls’ strengthening, monitoring systems, risk mitigation measures and assurance action plans of CBT activities providing inputs for optimization.
  6. Contribute to the preparation of accurate and timely data reports enabling informed decision making and consistency of information presented to stakeholders
  7. Analyse the track payment instruments and provide reports to senior management for endorsement of confirmed transfer value to ensure accountability
  8. Support the design and development of functional trainings in collaboration with HQ stakeholders to enhance the capacity of WFP staff, Field resources, government and partners to design cash programmes
  9. Contribute to an equitable and inclusive workplace which incorporates all dimensions of WFP diversity
  10. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries
  11. Track the use of assigned financial resources providing reports to facilitate maximization of the allocated financial resources

CASH-BASED TRANSFER CONSULTANT QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

University degree (Master or higher recognized by https://www.whed.net/home.php) in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Sciences, Business Administration, Information Systems, Public Policy or any other relevant field, or First University degree with additional years of related work experience.

Experience:

  • Between 3 and 5 years of postgraduate and relevant progressively responsible professional experience demonstrating high performance in cash programming, digital financial inclusion, digital payment solutions, economic empowerment, economics, humanitarian programming, within the private and/or public sector.
  • Experience in the design, set-up, implementation and monitoring of transfer modality systems (in-kind food and cash-based transfers)
  • Experience supporting the setting-up and running of field Cash operations or Cash emergency operation.
  • Experience managing a Sub Office or a small country/ area office programme team or a component of a country office programme portfolio.
  • Experience engaging in policy discussions and providing input into policy decisions.
  • Coordination skills and the ability to work across different business functions in WFP.
  • Experience working across the Program portfolio including Vulnerability Analysis and Mapping (VAM) / Nutrition is advantageous.

Language:

Fluency (level C) in English with an intermediate or fluent knowledge of another official UN language (French, Spanish and Portuguese) is desirable.
