The Division of the Office of the Director-General provides direct and immediate support to the Director-General in the execution of his strategic and management responsibilities. 

Legal Advisor Duties and Responsibilities

Under the supervision of the Chief of Staff, the Legal Advisor will provide advice and support to the IRENA management on a wide range of international, constitutional, administrative, contractual and other legal matters arising from IRENA’s operations and activities. This includes in particular the following duties:

  • Provide legal advice and support as required for the preparation and conduct of meetings of IRENA’s governing bodies;
  • Advise on the status and privileges and immunities of IRENA and its personnel and liaise as appropriate with relevant governmental authorities or other external parties to explain IRENA’s position on these matters;
  • Advise on the legal aspects of IRENA’s relations with its Members, with non-member States, and with other international organisations and non-governmental organisations;
  • Advise on the development, interpretation, application, and revision of regulations, rules, procedures, and policies;
  • Advise on matters relating to employment-related disputes and the IRENA internal justice system, including requests for management reviews, investigations, and disciplinary proceedings, and represent IRENA before IRENA internal appeals bodies and in arbitration;
  • Monitor compliance of decisions and operations with IRENA’s Statutes, regulations, rules, procedures, and policies;
  • Contribute to the review and improvement of IRENA’s institutional and administrative processes;
  • Review proposed collaborative projects and activities between IRENA and other parties to identify and advise on intellectual property and other legal issues and risk factors;
  • Advise on and review or supervise the review, negotiation, and drafting of memoranda of understanding, cooperation agreements, financing agreements, and other agreements and arrangements with governmental, inter-governmental, or non-governmental entities;
  • Advise on and review or supervise the review, negotiation, and drafting of contracts for the procurement of goods and services;
  • Advise on and assist in the negotiated settlement of claims and disputes arising from contracts and agreements concluded by IRENA, and where required arrange for and supervise the legal representation of IRENA in arbitral or other legal proceedings in which it is a party;
  • Provide advice and support as necessary on human resources and procurement-related matters;
  • Serve as assigned on IRENA committees, boards, or working groups;
  • Ensure the supervision of junior officers;
  • Perform other duties as assigned.

Legal Advisor Competencies

Professionalism: Thorough knowledge of public international law and the law of international organizations, including legal instruments and procedures. Ability to apply legal expertise to analyzing a diverse range of complex legal issues and problems and in developing innovative and creative solutions in complex cases. Strong analytical skills and ability to conduct comprehensive legal research on a range of issues. Proficiency in legal writing and expression and ability to prepare legal opinions, legal submissions, and a variety of legal instruments and related documents, as required. Discretion and sound judgment in applying legal expertise to sensitive, complex legal issues. Knowledge of contemporary international relations and the role of international organizations. Knowledge of the UN system and the work of the International Civil Service Commission.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others, and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style, and format to match audience; demonstrates openness in sharing information and keeping people informed.

Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports group and acts in accordance with final decision; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Accountability: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within the prescribed time, cost, and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight, and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Legal Advisor Qualifications

Education: Advanced university degree (Master’s degree or equivalent) in law, preferably with specialization in public international law. An additional advanced university degree in commercial law is an asset. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. 

Experience: A minimum of ten years of progressively responsible relevant legal experience, with at least five years as a lawyer in the legal office of an intergovernmental organization.

Language: Excellent command of written and spoken English is required.  Command of other languages of relevance to the work of IRENA is an asset.
