Purpose of Remote Consultancy Activity/Assignment:
The People that Deliver (PtD) is the global technical leader in human resources for supply chain management and envisions a world where health supply chain workforces are empowered and equipped to optimize health outcomes by improving access to health commodities. PtD’s one goal is to create a competent, supported, and adequately staffed supply chain workforce that is deployed across the public and private sectors within the health system.

PtD is governed by a coalition representing governments, international donors, multilateral agencies, nongovernmental organizations, academic institutions, professional associations, and private companies. PtD’s secretariat is hosted by UNICEF’s Supply Division and is embedded within the Supply Chain Strengthening Centre (SCSC).

It has been ten years since UNICEF was chosen as the host of the PtD secretariat. As the host, UNICEF Supply Division (SD) is responsible for providing operational, material, and logistical support to the PtD secretariat. Two bi-annual reviews of the PtD-UNICEF partnership have been conducted since 2018 to assess whether the relationship brings value to both entities, with the goal of strengthening the long-term collaboration.

The PtD secretariat is therefore looking for a consultant that can undertake an independent external review of the PtD secretariat’s organizational structure, staffing and host arrangement with UNICEF. Different options should be reviewed, including continuing the current arrangement for a new specified period; making recommendations for changes to the partnership structure and/or purpose and for revision of the hosting arrangement; and making recommendations for partnerships with other UN agencies, hosting arrangements with other organizations and/or a self-sustaining model.

How can you make a difference? 

Scope of Remote Consultancy Work:
Under the supervision of the PtD Executive Manager, the consultant is accountable for the following.

Key Tasks

1. Develop a methodology to assess the hosting arrangement and organizational structure
2. Desk review: review PtD-UNICEF bi-annual reviews, surveys, hosting documentation and internal UNICEF SOPs, and compare the current organizational structure with that of other organizations/hosted arrangements
3. Key informant interviews: conduct consultations with managers and key staff at UNICEF, and consultations with key external stakeholders, including donors, the PtD executive committee, and PtD coalition members
4. Develop final report with recommended options
5. Specify criteria for the recommended options, along with transition plans

The consultant and the Executive Manager will present the results to the PtD executive committee for a vote and discussion on the way forward.

Remote Consultancy Deliverables and deadline

Workplan and assessment methodology –  Mid-April 2024
Mid-term report findings of desk review –  End April 2024
Mid-term report findings of key informant interviews – End May 2024
Final report with recommended options –  End June 2024
Presentation to PtD executive committee –  End July 2024

Travel International – Applicable standard DSA will be applied to official travels. 

To qualify as an advocate for every child you will have… 

  • University degree is required, preferably in relevant field such as social sciences, public health, international development studies, or other quantitative degree.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. 

Knowledge/Expertise/Skills required:

  • Minimum of 15 years’ experience in monitoring and evaluation. Proven track record in designing evaluation methodology and conducting evaluations and evaluability studies.
  • Experience in results-based program development and management.
  • Strong track record in managing evaluations and proven ability to produce demonstrable results.
  • Strong verbal and written communications skills in English.
  • Must be able to work independently and must have the ability to exercise discretion and independent judgment regarding matters of significance.
  • Exceptional time management skills required and an ability to complete tasks in a timely and efficient manner, without prompting, both independently and collaboratively; superior organization and prioritization skills and must be meticulous and detail oriented.
  • Resourcefulness and ability to work proactively – thinking ahead. Good logic skills to read through different documents and summarize the conclusions and actions taken.
  • Flexibility and ability to manage competing demands; must be able to manage a myriad of ongoing tasks in a fast-paced environment and adjust to changes.
  • Works with integrity and ethically; must follow UNICEF’s policies and procedures; is consistently at work and on time; ensures work responsibilities are covered when absent.
  • Ability to communicate effectively with various audiences.
  • Strong cross-cultural and interpersonal skills

Language: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
