Project Analyst Job Description

UNDP’s 2022-2025 Strategic Plan highlighting our continued commitment to eradicating poverty, accompanying countries in their pathways towards the SDGs and working towards the Paris Agreement. As part of the Global Policy Network in the Bureau for Policy and Programme Support, UNDP’s Nature, Climate Change, and Energy (NCE) Team promotes and scales up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, mitigate conflict, forced migration and displacement, and promote more resilient governance systems that advance linked peace and security agendas. 

The UNDP Climate Hub is responsible for: 

  • Thought leadership on Climate and to be the custodian of UNDP policy positions on Climate; 
  • Strategy and vision formulation; 
  • Pipeline development in coordination with the other hubs and the Vertical Fund Programme Support, Oversight and Compliance Unit; 
  • Provision of integrated policy and programme support to Country Offices; 
  • Global engagement, advocacy in collaboration with BERA; 
  • Integration across thematic areas; 
  • Strategic Partnerships development and resource mobilization; 
  • Lead and support global flagship initiatives and partnerships on Climate; 
  • Serve as focal point with relevant UN coordination mechanisms and Conventions (UN Framework Convention on Climate Change); 
  • Cross-organization knowledge and learning; and 
  • Innovation.

At the 25th session of the Conference of the Parties (COP25) in Madrid (the United Nations Climate Change Conference), the Adaptation Fund launched a new US$10 million pilot grant programme to foster innovation in adaptation in developing countries. The programme targets a broad range of potential finance recipients, including non-governmental organizations, community groups, young innovators, and the private sectors.

The AF-EU-UNDP Innovation Small Grant Aggregator Platform (ISGAP) is designed to support the development, diffusion and evidence building of innovative adaptation practices, tools, and technologies in developing countries. The ISGAP programme is intended to provide 44 direct small grant funds to local entities (i.e. programme grantees) that are building resilience at the local level through innovative adaptation solutions spanning 33 countries. 

To adequately articulate potential collaboration opportunities and synergies, as well as knowledge building and sharing between the ISGAP Project and other regional bilateral projects on climate action implemented by UNDP’S Bangkok Regional Hub, and provide technical and administrative support to other Environment and Energy teams with specific tasks, UNDP is seeking to hire a Project Analyst for the ISGAP project.

Project Analyst Duties and Responsibilities

Under the guidance and direct supervision of the Project Manager, the Project Analyst shall support the Project Manager in the implementation of project activities through providing technical support to the Project Management Unit, coordination, administration, compilation and maintenance of project records, contract management, knowledge management, project reporting exercises, and other related duties as may be required by the Supervisor. 

The Project Analyst will be expected to carry out the following functions:

Technical support to the ISGAP PMU

  • Support the ISGAP PMU to follow-up with grantees, ensuring that they meet the performance targets and indicators from their Low Value Grant Agreements (LVGA), as well as the risk management measures, safeguards, and gender commitments.
  • In coordination with the Project Manager, the incumbent will engage regularly with ISGAP´s grantees through emails or calls with the objective of accompanying the CSOs/NGOs to meet their workplans´ goals, and to support UNDP identify potential challenges and solutions to problems.
  • Assist the ISGAP PMU to review the quarterly and annual substantive reports and provide feedback to grantees as necessary.
  • Support in project reporting activities, e.g. annual donor reporting.
  • In coordination with the ISGAP Project Manager, the Project Analyst will support processes that enable UNDP to provide project management or technical assistance to grantees (e.g. contribute to the organization of trainings/consultations, provide inputs to draft works/service specifications, follow up with different UNDP units or external partners to provide technical assistance, as needed). 
  • Support the organization and deployment of project site Monitoring & Evaluation and learning missions, if deemed necessary. This entails coordinating with certain UNDP´s Country Offices, under the lead of the Project Manager.
  • Assist with outreach to, and coordination with, project partners and key stakeholders.
  • Generate new ideas and approaches, researches best practices, and proposes new, more effective ways of doing things.

Procurement support to the ISGAP PMU

  • Provide technical and administrative support on procurement planning and procurement of goods and services for the ISGAP Project, including drafting TORs.
  • Contract management support for consultants and responsible party agreements; tracking progress and providing feedback to the contractors as necessary.
  • Provide support on procurement or consultants´ selection processes for the ISGAP Project.
  • Monitor and flag any potential bottlenecks, identify issues, and propose solutions to the ISGAP Project Manager promptly.

Administrative support to the ISGAP PMU

  • Responsible for making logistical arrangements for project personnel, experts, government, and UNDP officers for ISGAP Project-related workshops and events.
  • Support the ISGAP Project Manager in monitoring the work and deliverables of project consultants and report to the Procurement Analyst for high-quality and timely contractual management.
  • Support to recruitment needs of the project, including writing and editing Terms of References, as required by the team.
  • Support the management and tracking of the workplan of the project.

Operational and Financial Support to the ISGAP PMU

  • Assist the ISGAP Project Manager with work planning.
  • Assist the ISGAP Project Manager with tracking project delivery through monitoring of project grantee report & performance. 
  • Assist the ISGAP Project Manager with compiling necessary financial data for donor reporting, planning, or other purposes.
  • Assist the ISGAP Project Manager with the preparation of project budgets and revisions, expenditures, the deviation from the approved budget, and the need for budget revision.

Facilitation of knowledge building knowledge sharing and communication products

  • Contribute to the coordination and development of knowledge management and communications ISGAP products.
  • Support regular communications and reporting needs of the project, including taking notes and capturing key points from meetings, events, and workshops as needed, coordination and follow up with key partners, and assist with the Q&A process of KM and communication products.
  • Contribute to networking and experience sharing between the grantees and other key stakeholders and provide assistance in organizing specific activities within the frames of the project.
  • Promote identification and synthesis of best practices and lessons learned for organizational sharing and learning.
  • Take an active role to develop and support the knowledge management plan and relevant publications, documentation to capture all the data, information storage, lessons learned, and success stories.
  • Under guidance of supervisor, coordinate organization and conduct of knowledge sharing events.
  • Coordinate events and meetings that help showcase or facilitate knowledge exchange.
  • Support the ISGAP Communications Specialist and the ISGAP Project Manager in the elaboration, Q&A assurance process, and dissemination of the ISGAP´s comms products.

Technical and administrative support to other regional bilateral funded projects for climate action

  • Provide technical and administrative support to the regional bilateral projects on climate action, implemented by the Environment and Energy Team in the Bangkok Regional Hub (BRH).
  • Articulate potential collaboration opportunities and synergies between the ISGAP Project and other regional bilateral projects on climate action implemented by the BRH.

The Project Analyst performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

  • The incumbent will work remotely from his/her home base;
  • The incumbent will report to the ISGAP Project Manager under BPPS/Climate Hub located in Bangkok, Thailand; 
  • The incumbent will be given access to relevant information necessary for the execution of the tasks under this assignment;
  • The incumbent will engage regularly with the supervisors by email and Teams on a weekly and/or as needed daily basis; 
  • The incumbent will be responsible for providing her/his own workstation (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection; 
  • Given the global consultations to be undertaken during this assignment, the incumbent is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones.

Project Analyst Desired skills in addition to the competencies covered in the Competencies section

  • Experience working with NGOs/CSOs on grant projects desired.
  • Previous experience with climate change adaptation projects is considered an advantage.
  • Experience with the development of knowledge management products or communication products is considered an advantage.
  • Good knowledge of an ERP System (such as Atlas or Quantum), UNDP programming and budget structure, or a project management system (such as PIMS+) is considered an advantage.
  • Previous national or international work experience with UNDP or a related international organization is desired.
     

Project Analyst Required Skills and Experience

Education:

  • Advanced university degree (Masters’ Degree or equivalent) in Business or Public Administration, Environmental Sciences, Environmental Management, Economics, Social Sciences, International Relations is required, or
  • A first-level university degree (Bachelor’s Degree) in Business or Public Administration, Environmental Sciences, Environmental Management, Economics, Social Sciences, International Relations in combination with 2 additional years of qualifying experience will be given due consideration in lieu of Master´s degree.

Experience:

  • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of progressively responsible technical or administrative experience with a Bachelor’s degree required at the national or international level.

Project Analyst Required Skills: 

  • Demonstrated experience in project management support, logistic/travel arrangement, workshop organization, administrative and/or procurement support and contract management.
  • Demonstrated experience working with environment, sustainable development and/or climate change projects. 
  • Full computer literacy is required: Microsoft Office programmes i.e. MS-Word, MS-Excel and MS-PowerPoint

Language: 

  • Fluency in English language. 

Travel:   

  • Mission travel will be required to attend relevant meetings and/or trainings; 
  • Any necessary mission travel must be approved in advance and in writing by the ISGAP Project Manager; 
  • The BSAFE course must be successfully completed prior to commencement of travel;
  • The incumbent is responsible for obtaining any visas needed in connection with travel with the necessary support from UNDP and for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director;
  • S/he is required to comply with the UN security directives set forth under https://dss.un.org/dssweb.
