Purpose of consultancy

The Consultant – Business Analysis will make sure that business processes and stakeholder needs align and that the integration of new solutions into existing systems lines up with developed requirements by the Collaboratory. 

Background  

Embedded in WHO’s Health Emergencies Programme and building on consultations with hundreds of experts from different disciplines, sectors and regions, the new global WHO Hub for Pandemic and Epidemic Intelligence (WSE) has been established in Berlin, Germany. The Hub brings together partners worldwide to collaborate and create the tools and data needed for all countries to prepare, detect and respond to pandemic and epidemic risks.

The COVID-19 pandemic has further highlighted important gaps and challenges in the way the public health and pandemic and epidemic intelligence (PEI) communities’ access, analyze, and use information to prepare and respond to pandemics and epidemics.

The global PEI community lacks a common unified space to address these challenges, retain knowledge and build on best practice. One of WSE´s goals it to establish a digital environment where the PEI community can convene to address critical challenges that affect the way data is accessed, analyzed, visualized, and communicated for better pandemic and epidemic policy and response decision making. To further work on this goal, Collaboratory, an initiative of the WHO Hub for pandemic and epidemic intelligence, is looking for a consultant help translate user needs to functional requirements of the Collaboratory. 

Consultant – Business Analysis Deliverables

• Deliverable 1: Conduct business, functional and non-functional requirements for approximately two to three technology projects. In addition, interview stakeholders and capture process flows and use cases.
  • Deliverable 1.1: Detailed specifications document that are reviewed by senior stakeholders. In addition, approved wireframes and design mock-ups. 
    Expected by: Monthly updates on specifications, with relevant updates for wireframes and design mock-ups.
  • Deliverable 1.2: User and technical documentation for service transition for support and maintenance of new software products.
    Expected by: Monthly updates with documentations for new features.
• Deliverable 2: Conduct feasibility studies and rapid assessments to determine if specific IT products are fit for purpose.
  • Deliverable 2.1: Feasibility document, outlining gaps and technology risks, including recommendations for senior stakeholders.
    Expected by: Monthly updated document with indication of decisions taken.

Consultant – Business Analysis Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

• First-level university degree in business administration, engineering, computer science or related field. 

Desirable:

• Professional qualification or foundation certification in analysis methodologies such as IIBA-CCBA/CBAP or PMI-BPA.
• Advanced degree in data management, business administration, or any related field.

Experience:  

Essential:

• 5 to 10 years of relevant professional experience as a Business Analyst documenting requirements and seeing them transformed into successful solutions.
• Demonstrated professional experience working with medium to large scale cross-functional systems in a global or international context.
• Experience working within a project framework (Prince2 or PMI) and interacting closely with IT colleagues.

Desirable:

• Experience referencing existing database designs during analysis and writing queries using SQL.
• Experience with agile methods and design thinking.
• Experience with UN or other international or multinational organizations.

Skills: 

• Strong business/client engagement skills and ability to establish effective working relationships with subject matter experts, conduct interviews, and lead focus groups.
• Strong interpersonal skills and ability to maintain high efficiency in a multicultural environment.
• Solid analytical skills with demonstrated ability to rapidly gather and consolidate information from multiple sources.
• Excellent writing skills and ability to produce documentation to a high standard.
• Able to produce user stories, UML diagrams, wireframes, report mock-ups, and other aides for validating requirements and informing the technical design phase.
• Comfort with IT processes for project management, change management, and the system development lifecycle. Able to converse freely on a range of application and data-oriented technical topics.
• Ability to effectively collaborate with teams in an international, multicultural, multi-disciplinary environment working under different time-zones.
• Highly organized approach to activities; executes thoroughly under time pressure.
• Proactive, flexible, resourceful, and able to work independently.
• High level of competence with MS Office and MS Visio.
• Familiarity with administrative and/or health data management business domains.
• Proficiency in MS Office Suite (Word, Excel, Outlook, PowerPoint, etc.).
• Proficiency in MS SharePoint, MS Visio, MS Project.

Languages required:

Essential:  

Expert knowledge of English.

Location 

Off site: Home-based.

Travel 

The Consultant – Business Analysis is expected to travel.  

Consultant – Business Analysis Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

N/A

Expected duration of contract: 

11 months.
