Organizational Setting

The Government of Bosnia and Herzegovina is implementing a GCF readiness project: GCP/BIH/012/GCR “Developing the capacities of Bosnia and Herzegovina for an effective engagement with the Green Climate Fund (GCF). The project aims to provide comprehensive support to the Ministry of Foreign Trade and Economic Relations (MoFTER), in its role as Nationally Designated Authority (NDA) for the GCF.

The project aims to build capacities and enhance the coordination mechanisms to enable strategic discussions with regards to access to climate finance. The project will define key strategic areas for engagement with the GCF in alignment with country priorities and identify potential Direct Access Entities to support the implementation of the defined priority measures. The project includes activities to establish and institutionalize a coordination mechanism and develop the NDA operational manual. 


International GCF Accreditation Specialist Reporting Lines

Under the overall responsibility of the de facto Head of the Office, the administrative supervision of the Budget Holder / Field Programme Office, the International GCF accreditation specialist will work under the overall supervision of the Lead Technical Officer (LTO) in FAO REU and in cooperation with the Project Manager, including the cooperation with the Team Leader and the National Specialists.


International GCF Accreditation Specialist Technical Focus 

The International GCF accreditation specialist will support the FAO Representation in Bosnia and Herzegovina in the GCF accreditation activities related to the Green Climate Fund readiness project, funded by FAO project GCP/BIH/012/GCR “Developing the capacities of Bosnia and Herzegovina for an effective engagement with the Green Climate Fund”. The International GCF accreditation specialist will work on the establishment of the no-objection process with coordination mechanism members activities and the development and establishment of the guidelines for direct access entity (DAE) nomination/identification of one potential DAE candidate in Bosnia and Herzegovina.


International GCF Accreditation Specialist Tasks and responsibilities

The International GCF accreditation specialist will be responsible for the following duties:

•    In close cooperation with the National GCF accreditation specialist, collect and define prevailing and relevant criteria for the selection of DAEs agreed with the NDA and coordination mechanism members;
•    In close cooperation with the National GCF accreditation specialist, develop guidelines for the nomination of DAEs agreed with the NDA and coordination mechanism members;
•    Provide support for the establishment of the Technical Committee, an expert body (including gender and vulnerable peoples’ perspective) that will be monitoring and verifying DAE identification and nomination processes and fulfilment of criteria;
•    Provide support for conducting consultations with relevant institutions and identify a list of potential entities that could be nominated as DAEs; Prepare a public call for the application of interested entities to be accredited as a DAE, support dissemination of the call and the selection process and prepare a final list;
•    In close cooperation with the National GCF accreditation specialist assess the list of potential candidates and support the identification of potential DAEs and preparation of a short list of candidate for DAEs  according to the accreditation criteria from DAE nomination guideline taking into consideration the priority areas/projects defined under national strategic frameworks such as NDC, NAP, and National Communications. Provide support for preparation of a report on the implemented DAE selection procedure and the necessary approvals that will be approved by the Technical Committee /or NDA and coordination mechanism members;
•    In close cooperation with the National GCF accreditation specialist assess the identified candidate DAE’s qualification gaps for GCF accreditation (e.g. on ESS, gender mainstreaming, fiduciary standards, project management)
•    In close cooperation with the National GCF accreditation specialist, develop an action plan towards strengthening institutional capacity for a successful application for accreditation with recommended improvements;
•    In close cooperation with the National GCF accreditation specialist, develop a capacity building programme for direct access applicant based on gap analysis and action plans;
•    Provide support to the NDA for issuing of the letter of nomination for the respective DAE candidate accompanied with the appraisal report of the nomination procedure, based on the DAE nomination guidelines. 
•    Provide support to the Technical committee for preparation of a monitoring report based on the appraisal report and the DAE selection process to ensure compliance with the guidelines and provide recommendations as needed;
•    Provide support for DAE candidate to complete the GCF DAP application;
•    Organize and participate in project consultations meetings, and other project events relevant for the assignment with missions to Sarajevo and Banja Luka in Bosnia and Herzegovina; and
•    Carry out any other tasks relevant to this assignment as requested by the National Team leader and the LTO of the project.

International GCF Accreditation Specialist Minimum Requirements

•    At least a bachelor’s degree in economics, law, natural sciences or a technical field;
•    At least 5 years of professional experience in a relevant field;
•    Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian. For PSA.SBS, working knowledge of English is sufficient.

International GCF Accreditation Specialist Selection Criteria

•    Demonstrated experience working with a wide cross section of stakeholder groups.
