What is YALI?

The Young African Leaders Initiative (YALI) is an initiative of Barack Obama, a former US president, which dates back to 2010. The goal is to support young African leaders in their efforts to boost growth and prosperity, strengthen democratic governance, and improve peace and security in the African continent.

Initially, it consisted of a series of high-level fora, including the Obama Forum with young African leaders in August 2010, the pioneering African Women’s Forum in June 2011, and the Innovation and Partnership Summit for the Mentoring of Young African Leaders in June 2012, in addition to the roughly two thousand (2000) youth activities that took place in the US Embassids across the African continent.

Building on the success of these events, the YALI has expanded into three main programs: the Mandela Washington Fellowship, YALI Network, and the YALI Regional Leadership Centres. For more information on all these initiatives, see https://yali.state.gov

Regional Leadership Centres have been established in Africa to have more impact by training more leaders. The centres are based in Nairobi, Kenya, Pretoria, South Africa, Accra, Ghana and Dakar, Senegal.

WHAT IS A LEADERSHIP REGIONAL CENTER?

There are four regional leadership centres (Ghana, Kenya, Senegal and South Africa). These centres serve as regional hubs across the continent to encourage transformational learning and the improvement of leadership skills. The YALI Regional Leadership Centres are a project of the United States Agency for International Development (USAID) in close partnership with the MasterCard Foundation. Each Regional Leadership Centre is managed through a public/private partnership.

What is the YALI DAKAR Regional Leadership Centre?

With the support of USAID and the MasterCard Foundation, the African Centre for Higher Education in Management (CESAG) and its main partners (the Synapse Center and the West African Research Center) have set up the YALI DAKAR Regional Leadership Centre, which offers future leaders in 25 African countries skills, tools, opportunities to realize their dreams, and thus shape the continent’s future.

The YALI DAKAR Regional Leadership Centre emerged October 2020 from the following 25 countries: BENIN, BURKINA FASO, BURUNDI, CAMEROON, CAP-VERT, CENTRAFRIQUE, COMORES, COTE D’IVOIRE, DJIBOUTI, GABON, GUINEA, GUINEA, BISSAU, GUINEA,DEMOCRATIC REPUBLIC OF CONGO, CONGO, SAO TOME AND PRINCIPLE, SENEGAL, SEYCHELLES, TCHAD and TOGO.

Who can apply for the YALI DAKAR Regional Leadership Centre?

The YALI DAKAR Regional Leadership Centre project targets young people between the ages of 18 and 35 with leadership potential. The following elements are mandatory for admission to the YALI DAKAR Regional Leadership Centre call and process:

  • be able to read and write in French;
  • be a citizen and resident of one of the following 25 countries: BENIN, BURKINA FASO, BURUNDI, CAMEROON, CAP-VERT, CENTRAFRIQUE, COMORES, COTE D’IVOIRE, DJIBOUTI, GABON, REPUBLIC OF GUINEA, GUINEA BISSAU, GUINEA EQUATORIA, ILES MAURITICONGO, REPUBLIC OF CONGO, SAO TOME AND PRINCIPAL, SENEGAL, SEYCHELLES, CHAD and TOGO;
  • have a valid passport or identity document;
  • be willing to attend the 8 weeks of online courses and participate in activities for distance learning;
  • be willing to attend the 2 weeks of online courses, participate in activities and travel to Dakar for 3 weeks for hybrid training;
  • have access to the Internet and a computer tool (computer or tablet) to follow the online training phases (both in hybrid training and in distance learning);
  • be willing to put the skills and training received in the field of leadership at the service of your country and/or its community after the programme.

Depending on your profile or project, you must choose a single area of training from: Business and Entrepreneurship, Civic leadership or public management.

Who can apply for the Public Management programme?

  • a project owner or project idea in the public sector (change-bearing project);
  • an official, a contract member of the State, an employee of the private sector or an agent of the decentralised administration;

Who can apply for the Civic Leadership programme?

  • a project leader in the citizen’s engagement;
  • a leader of youth clubs, associations, non-profit organisations, NGOs or civil society organisations;
  • a social entrepreneur;

Who can apply to the Business and Entrepreneurship programme?

  • a business project leader;
  • an entrepreneur or an entrepreneur;

Other criteria for the selection of the YALI DAKAR programme

  • sensitivity to culture, diversity and inclusion;
  • a positive attitude;
  • evidence of unfailing motivation for the positive transformation of Africa regardless of its level of education, career path, origin or status.


The YALI DAKAR Regional Leadership Centre (CRL) housed in the African Centre for Higher Studies in Management (CESAG) offers two types of training in the following three areas: Business and Entrepreneurship, Civic Leadership and Public Management. These are:

  • hybrid training, which takes place over 5 weeks with 2 weeks of online training followed by 3 weeks of face-to-face training in Dakar.
  • distance learning, which takes place over 8 weeks entirely online and asynchronously.
