UN Policy and Advocacy Advisor Job Description

CARE International’s Secretariat is looking for a UN Policy and Advocacy Advisor based in New York to co-lead its work at UN Headquarters, engage with the UN System, Member States and the international community under the supervision of CARE International’s UN Representative. The UN Policy and Advocacy Advisor will have strong knowledge of global humanitarian issues and significant experience in the delivery of principled humanitarian assistance in emergency contexts, with expertise in GEEWG in humanitarian action and the Women Peace and Security agenda.  

This UN Policy and Advocacy Advisor position will be part of a CARE’s Advocacy and Communications team within the CI Secretariat. Although the team is located in various global capitals, its advocacy members are in three multilateral hubs: Brussels, Geneva and New York. The UN Policy and Advocacy Advisor will also travel as required to country programs and CARE offices. 

Selected candidate would be responsible for:

  • High-level representation of CI at the UN
  • Policy analysis and strategic advocacy
  • External engagement with INGOs, local partners, UN agencies, and member states

QUALIFICATIONS (Key Selection criteria)

Essential competencies for the role:

  • Strong knowledge of global humanitarian and conflict issues and experience in the application of international humanitarian law in crisis settings.
  • Strong knowledge and understanding of the decision-making and policy processes of the UN system as they relate to humanitarian and development issues, Women Peace and Security, human rights, and peace and security, and how to influence them.
  • Experience developing and implementing advocacy strategies designed to empower women and girls and promote gender equality, and experience working with local women’s organizations.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
  • Superior oral and written communication and presentation skills.
  • Ability to work under tight deadlines

Education or work experience:

  • Post-Graduate Degree in Public Administration, Human Rights, Law, Social Sciences or a related field.
  • At least 8 years’ experience working in the humanitarian sector and significant experience in the delivery of humanitarian assistance in an emergency context or an armed conflict.
