Background
Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality andempowerment of women. Placing the advancement of women’s rights at the centre of our work, UN Women Indonesia focuses on (1) Ending violence against women (2) Promoting women’s human rights (3) Women’s economic empowerment (4) Women contribute to and have greater influence in building sustainable peace.

In addition, UN Women Indonesia Country Office (CO) hosts the ASEAN liaison office which extends support to ASEAN and its Member States in advancing women’s rights. Women Parliamentarians of the ASEAN Inter-Parliamentary Assembly (WAIPA) was first formed in 1998 as a standing committee of AIPA. Its formation aims to encourage women’s participation in decision-making processes at the regional level. Since its inception, WAIPA operates to fulfil two main objectives; to enhance women’s participation and representation within AIPA and to increase representation of women in parliaments in ASEAN countries.  

Objectives of the Homebased International Consultant assignment
The major objective of the assignment is to support consultations and design and develop a multi-year project to promote women’s leadership and participation and  gender-responsive legislation.

Homebased International Consultant Duties and Responsibilities
Scope of work and tasks 
Under the overall guidance of Head of Programmes and management and supervision from the ASEAN Governance Peace and Security Programme Specialist and in close consultation with the AIPA Secretariat, the Consultant will undertake the following tasks: 

Task 1: Conduct a desk review and submit a work plan
Conduct a desk review of existing and relevant documents.Consolidate key lessons learned from UN Women’s previous engagement and/or other relevant projects to support women’s political participation and leadership in Southeast Asia to inform project developmentConduct preliminary consultation with AIPA secretariat, and relevant UN Women officesDevelop and submit a consultancy workplan. 

Task 2. Technical support to finalize the Plan of Action on Women’s Leadership and Political Participation and draft a multi-year project document aligned with the Plan of Action.
Technical support to finalize the Plan of Action on Women’s Leadership and Political Participation, including the implementation frameworkDraft a multi-year concept note and consult with AIPA, ASEAN secretariat and relevant sectoral bodies to inform the concept noteDevelop a project document based on the feedback from AIPA and relevant ASEAN stakeholders 

Task 3. Facilitate consultations with WAIPA and AIPA, ASEAN Secretariat and relevant sectoral bodies.
Develop a concept note, a presentation, and an agenda.Facilitate at least a consultative workshop.Collect additional information from stakeholders at the regional and country levels.Prepare and submit a report of the consultative workshop. 

Task 4. Finalize the multi-year project document.
Incorporate inputs and comments from the consultative workshop into concept note for initial consultation with potential donors and beneficiariesDevelop a project document based on the feedback and consultation from ASEAN and potential donor(s) and UN Women  Finalize project document.

Homebased International Consultant Competencies
Inputs UN Women and AIPA will provide the Consultant with background materials relevant to the assignment.The Consultant is expected to work using his/her laptop.UN Women will directly cover travel costs as per UN Women’s rules and regulations 

Scope of bid price and schedule of payments The contract price is a fixed deliverable-based price regardless of the extension of the contract duration. Payment will be done once deliverables detailed in section II are submitted and approved by UN Women. The lump sum costs should include a consultancy fee, administration costs, communication costs, and expenses related to the consultancy. All prices/rates quoted must be exclusive of all taxes. The lump sum costs must be accompanied by a detailed breakdown of costs calculation using the template in Annex 1. 

Performance evaluation: Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Homebased International Consultant Required Skills and Experience
Required experience and qualifications
The Consultant should fulfil the following requirements: 
1. EducationMaster’s degree in Gender and development studies, international affairs, or political science and a Certificate in monitoring, evaluation and reporting

2. ExperienceAt least 5 years of relevant experience in designing and formulating development projects with focus on gender responsive governance and parliament and/or women’s leadership and political participationExperience in developing theory of change and apply the results-based management (RBM) principle in developing a project proposalProven experience in facilitating workshops with government stakeholders;Knowledge and experiences of Southeast Asia/ASEAN and the region are required would be an advantageUnderstanding of the ASEAN processes would be an advantage

3. Language and other skills:Fluency in English with the ability to produce well-written reports.Excellent facilitation skillsGood mastery of information technology is required to ensure well organized and systematized presentations, including statistical and graphical descriptions.

The financial proposal shall specify a total lump sum amount per each deliverable, including any administrative fees, based on the template in Annex 1.
The lump sum costs must be accompanied by a detailed breakdown of costs calculation.

Homebased International Consultant Evaluation
Applications will be evaluated based on the Cumulative analysis.Technical Qualification (100 points) weight; [70%]Financial Proposal (100 points) weight; [30%]A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who meet the minimum requirements for Homebased International Consultant will be longlisted, and additional documentation may be requested. Candidates with a minimum of 70% of total points will be considered technically qualified candidates and will be shortlisted for a potential interview. 

Financial/Price Proposal evaluation:
Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.The total number of points allotted for the price component is 100.The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
