Technical Consultations Expression of interest for experts and practitioners

The World Health Organization (WHO) is seeking experts and practitioners to participate in technical consultations to develop a global research agenda for climate change and health. This call for expression of interest provides information regarding the consultations and expression of interest process. Applicants will be required to complete a short application with their CV and relevant experience and submit a signed Declaration of Interest form.

Background

WHO is developing an updated research agenda for climate and health. The Research Agenda for Action on Climate Change and Health, REACH 2035 will define a set of forward-looking research priorities on climate change and health, with the main objectives to: 

  • Expand actionable research to protect health from the impacts of climate change, build resilient and sustainable health systems, and reduce climate emissions and enhance the health co-benefits of climate action.
  • Foster alignment between the research community and the end users of research, guiding research towards high priority topics that will enable action by communities and decision makers at all levels.
  • Expand the scale and impact of research funding on climate change and health. 

REACH 2035 will update the 2009 WHO Climate Change and Health Global Research Priorities and build on the 2021 WHO report on Climate Change and Health Research: Current Trends, Gaps and Perspectives for the Future

The research agenda setting is a global exercise that considers regional perspectives to define research priorities in climate change and health.

Purpose

The Technical consultations will provide input to the development of the REACH 2035 agenda through: To inform the development of REACH 2035, WHO will hold a series of virtual technical consultations from January to April 2024 with a broad spectrum of stakeholders. Consultations will be held in each of the six WHO regions and at the global level. This open call for expression of interest invites participants with expertise in climate change and health from academic, civil society, community-based, policy, and research organizations to participate in several up to three-hour online consultations.

The consultations will provide input to the development of the REACH 2035 agenda through:

  • Identifying priorities for program and policy action on climate change and health;
  • Identifying key areas of research needed to fill evidence gaps and drive action;
  • Providing input to prioritization of research themes;
  • Mapping needs and opportunities for enabling stronger research and research translation.

Eligibility

The consultations will bring together diverse groups of stakeholders engaged in funding, generating, and using research evidence to advance climate and health solutions. Approximately 30 participants will be selected for each of the 7 consultative workshops, selected to reflect the range of knowledge, skills, experience, and expertise relevant for designing and advancing research and action on climate change and health.

Applicants will be invited to join the consultations based on their expertise and contributions to the field of climate change and health. WHO welcomes expressions of interest from practitioners and experts actively working on climate change and health in any of the following, or related, domains:

  • Health impacts associated with climate change and solutions to protect health from climate impacts;
  • Health system resilience and sustainability;
  • Adaptation and mitigation opportunities to address climate change and health;
  • Climate and health economics and finance;
  • Climate and health policy and governance;
  • Climate and health communication.

Individuals with experience in a wide range of topical areas are encouraged to apply, including but not limited to public health, health care, communication, community engagement, lived experience of climate impacts, climate policy, cities, transportation, food and agriculture, energy and air pollution, finance and governance.

Applications from individuals working in academic and independent research organizations, non-governmental organizations, civil society organizations, faith-based organizations, professional associations and organizations, policy and advocacy organizations are encouraged. 

Submission of expression of interest

Submissions to this call for expression of interest are due on 31 December 2023 at 24:00 (midnight) Geneva time (CET).

To indicate interest in participation in the technical consultations, please complete this online form and include a completed Declaration of Interest Form for Experts (available here) and agreement with the Code of Conduct for WHO Experts (here), and your CV. Your submission will be considered complete only after you have submitted the full online application form including the required attachments. 

Selection process

Expressions of interest will be reviewed by WHO and selection of participants will be made by WHO in its sole discretion. Selected individuals will be identified based on the following (non-exclusive) criteria: relevant technical expertise in climate change and health, experience in international and country program implementation, operational, and policy work, and research experience.  Special attention will also be given to ensuring geographic, gender, sectoral, professional, and age diversity, as well as representation of communities vulnerable to and impacted by climate change. 

Due to an expected high volume of interest, only selected individuals will be informed of their participation. 

Information regarding selection process and conditions of participation

Participants in the technical consultations must be free of any real, potential, or apparent conflicts of interest. Applicants are required to complete the WHO Declaration of Interests for Experts, and the selection to take part in the technical consultations is dependent on WHO determining that there is no conflict of interest or that any identified conflicts can be appropriately managed.

All participants will serve in their individual expert capacity and shall not participate on behalf of their organizations or represent any governments, any commercial entities or industries, any research, academic, or civil society organizations, or any other bodies, entities, institutions or organizations. Selected individuals are expected to fully comply with the Code of Conduct for WHO Experts.

WHO reserves the right to accept or reject any expression of interest, to annul the open call process and reject all expressions of interest at any time without incurring any liability to the affected applicants and without any obligation to inform the affected applicants of the grounds for WHO’s action. WHO may also decide, at any time, not to proceed with the technical consultations.

WHO shall not in any way be obliged to reveal or discuss with any applicant, how an expression of interest was assessed, or to provide any other information relating to the evaluation or selection process, or to state the reasons for not choosing an applicant for participation.

WHO may publish the names and a short biography of the selected individuals on the WHO website.

Participants in the technical consultations will not be remunerated for their engagement in the research agenda setting process.
