Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Nepal, UN Women has embarked on the first year of its five-year Strategic Note (SN) 2023 – 2027 to support the national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards. The SN is aligned with and contributes to national priorities as described in the Constitution of Nepal and the 15th National Periodic Plan, the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023 – 2027 for Nepal and the UN Women Global Strategic Plan (SP) 2022 – 2026. UN Women Nepal Country Office (NCO)’s SN 2023 – 2027 contributes to the following four outcome areas of the UNSDCF 2023 – 2027:

  • Outcome 1: Sustainable, Resilient and Inclusive Economic Transformation
  • Outcome 2: Inclusive and Transformative Human Development
  • Outcome 3: Environmental Sustainability, Climate and Disaster Resilience
  • Outcome 4: Governance, Federalism, Participation and Inclusion

To achieve the above-mentioned outcomes, UN Women NCO is implementing a wide range of programmes and projects with the support of responsible parties, including government, civil society organizations, international development partners and private sector actors. Under the overall guidance and direct supervision of MEAL Coordinator and in close consultation with relevant UN Women personnel; the consultant is responsible for supporting UN Women NCO in integrating Results-Based Management (RBM) standards and principles into the programme design, monitoring and reporting.

Timeframe

This International Consultant – Monitoring and Evaluation is a home based assignment for one year on retainer basis (as and when required).  

Payment Schedule

Payment for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payment will be made based on the number of working days required for the completion of each stated deliverable within the indicated timeframes.

Travel and Accommodation

UN Women will bear the full cost of travel and accommodations for official missions as per the UN Women standard guidelines.

International Consultant – Monitoring and Evaluation Duties and Responsibilities

Key Activities

The International Consultant – Monitoring and Evaluation is expected to perform the following activities on need basis:

  • Support to develop project documents/proposals ensuring that RBM standards are integrated.
  • Support the preparation and editing of NCO’s progress reports including donor reports ensuring clear and results-based language and sufficient data and evidence are provided.
  • Review performance monitoring framework of NCO’s partners ensuring that RBM standards are appropriately integrated.
  • Conduct refresher sessions on results-based reporting for NCO personnel and project/programme partners.
  • Design/review of monitoring and reporting tools/guidance notes.

Deliverables

  • Evidence of support provided to develop project documents/proposals that are RBM compliant.
  • Edited NCO’s progress reports including donor reports (track-change and clean versions).
  • Evidence of support provided to implementing partners for developing/strengthening their performance monitoring framework.
  • Evidence of refresher sessions on results-based reporting for UN Women personnel and implementing partners (presentations, pre- and post-assessment results and relevant resource material)
  • New/revised monitoring and reporting tools/guidance notes.

Functional Competencies

International Consultant Required Skills and Experience

Education

  • Master’s Degree in international development studies, gender/women’s studies, economics, political science, related social sciences, or related discipline.

Experience

  • Minimum 7 years of relevant work experience on experience on RBM, project design, monitoring and evaluation.
  • Minimum 3 years of experience in report writing (including donor reports)
  • Proven expertise in the area of gender equality and the empowerment of women.
  • Experience in working with the UN previously is an asset.
  • Proven track record development work in the area of gender equality and women’s empowerment.

Language skills

  • Excellent command of written and oral English.

Evaluation and Selection Criteria

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated. If required, an interview will be conducted before making the final decision on selection of the consultant.

  1. Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

  • Required degree and qualification (15 points).
  • Relevant years of experience on RBM, project design, monitoring and evaluation (30 points).
  • Relevant years of experience in report writing (including donor reports) (40 points).
  • Working knowledge and experience in the area of gender equality and the empowerment of women (15 points).

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidate.

  1. Financial/Price Proposal evaluation:

The financial proposal of candidates who meet the technical assessment threshold will be evaluated. The financial assessment will count as 30% of the total points.  In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A formula is as follows:

p = y (µ/z)

Where:

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

The financial proposal shall specify the per day consultancy fee based on which the total contract value will be calculated. UN Women HR might request the candidate to share evidence of the per day consultancy fee of the previous assignment(s).
