The Environment Directorate (ENV) supports governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient and low-carbon green growth path. The ENV team is made up of environmental economists, analysts, statisticians and scientists who collect data and indicators, review country performance, undertake cross-country analysis and provide policy recommendations.

Junior Policy Analyst Job Description

The Water Team of the Climate, Biodiversity and Water Division (CBW) in the Environment Directorate is looking for several candidates to work on projects related to financing water and national policy dialogues on water. The Water Team is an energetic, multidisciplinary team, active on topics such as water policy dialogues, water quality and water finance and economics. The selected candidates will work under the guidance of the Roundtable coordinator and the coordinator of the water policy dialogues.  Examples of recent work by the Water Team can be found here: http://www.oecd.org/water/

Junior Policy Analyst Main Responsibilities

Research, data analysis and drafting.

  • Contribute to quantitative and qualitative research on water management, policy instruments, economics and finance, including on the contribution of Islamic finance to financing water-related investments (including data collection and analysis, literature reviews, country case studies, seminar proceedings, etc.).  
  • Draft high quality, well-researched, accurate and clearly written analysis on these topics, draft evidence-based policy recommendations, and identify and document international good practices and case studies. 
  • Draft the Roundtable discussion highlights.
  • Develop and analyse questionnaires on national water policies and implementation.

Stakeholder engagement, event coordination and liaison

  • Contribute to the organisation of the Roundtable meeting, including the elaboration of the agenda and, where appropriate, engagement with potential speakers, moderators and participants.
  • Participate in the Roundtable meeting in Djeddah and contribute, with the team, to the meeting logistics.
  • Engage with government representatives from the Ministries and public agencies involved in the water policy dialogues.
  • Organise interviews, focus groups, workshops, policy seminars and field missions in the context of the water policy dialogues, including the elaboration of the agenda and identifying international experts.

Other

  • Contribute to corporate tasks, such as preparing briefing documents, speeches and interventions for senior staff members;
  • Represent the water team at internal and external meetings, if and when required
  • Contribute to ad hoc activities related to Dialogue as needed.
  • Collaborate effectively with colleagues and contribute, as required, to horizontal and multidisciplinary projects and other outputs of ENV and the OECD.
  • Keep up to date on new research, exploratory work and policies of relevance to the Water team, emanating from governments, other international organisations, non-governmental organisations, academia and the private sector.

Junior Policy Analyst Qualifications

Junior Policy Analyst Ideal Candidate Profile

Academic background

  • An advanced university degree in a discipline related to economics, finance, political sciences, public administration, environmental sciences or a related discipline.
  • A post-graduate degree would be an asset.
  •  A good understanding of water and/or finance issues would be an asset.

Professional experience and skills

  • At least two years of experience in internships or other professional experience working on issues relevant to water, the environment, or other policy-related fields, preferably within a research organisation, government, or an international organisation;
  • Proven experience in research and analytic activities (qualitative and quantitative).
  • Excellent drafting skills, including developing policy-relevant recommendations.

and ability to organise complex material clearly in short and long papers.

  • Field experience or training in a subject relevant to development finance and/or economics is an advantage.
  • Knowledge about financing water or financing climate action would be an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Twelve month fixed-term contract with the possibility of renewal.
  • Ideal start date: March 2024

Salary Information 

  • Salary starts at 2,740 EUR per month depending on experience.

The Junior Policy Analyst position is based at the OECD Annex in Boulogne-Billancourt (France) with the possibility of teleworking based on the OECD corporate guidance.
