OVERVIEW OF THE CONSULTANT ON RESEARCH AND POLICY ANALYSIS WORK ASSIGNMENT

The Section of Education Policy, Division for Policies and Lifelong Learning Systems, UNESCO Education Sector is looking for a junior level consultant to support the research, collection and synthesis of data and evidence, and policy analysis under the framework of the EU funded project “An Operational Framework for All-Day Lower Secondary Schools in Cyprus”.  The assignment is expected to commence as soon as possible. 

Under the overall authority of the Director of the Division for Policies and Lifelong Learning Systems, the guidance of the Chief of Section of Education Policy, and the direct supervision of the Programme Specialist in charge of Learning Assessment programme, the Consultant will undertake the following tasks: 

Research assistance
•    Provide research assistance including collection of data from secondary sources, in particular those from national sources for all the project’s outputs;
•    Provide support for the adaptation/translation of instruments for data collection into Greek language, and translation of the responses from Greek into English
 
Analysis of good practices for designing and institutionalizing all-day schooling
•    Conduct desk research and policy analysis on models of successful practices for designing and institutionalizing all day schooling at the secondary education level (likely country cases are Austria, Estonia, Portugal, Singapore);
•    Assist in the preparation of an analytical report that will serve as input for policy dialogue and consultation with stakeholders on the needed reform in Cyprus;
•    Provide relevant analytical input for the project outputs, in particular in designing the Proof of Concept for implementing all day schooling;  

Support for policy dialogue/stakeholder consultation 

•    Assist in the organisation of national dialogue and consultation with stakeholders on reform options;  
•    Track and synthesize relevant policy developments and inputs in the assigned domains, as well as broader relevant developments around the full day schooling reform;

In line with UNESCO’s overall gender mainstreaming strategy, the incumbent is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.

EXPECTED DURATION OF THE CONSULTANT ON RESEARCH AND POLICY ANALYSIS ASSIGNMENT 

6 months  

CONSULTANT ON RESEARCH AND POLICY ANALYSIS DELIVERABLES AND TIMETABLE  

Monthly progress report by the 25th day of the month is to be produced in English and in accordance with the following key deliverables:

1. Submission of a proposed outline of a report presenting up to four models of successful practices for designing and institutionalizing all day schooling in the European and/or global context (2 pages), and written inputs translated from sources in Greek that are relevant for the project (5 pages)
2. Submission of a preliminary draft of the report (approximately 60 pages excluding Annexes)
3. Submission of the final report (approximately 60 pages excluding Annexes)
4. Submission of PPTs and other relevant working documents or materials prepared for the consultation with the national stakeholders (at least 1 PPT and 2 pages of working documents)
5. Submission of relevant working documents or materials prepared for the draft operational plan (10 pages)
6. Submission of the final report outlining the tasks that need to be followed up according to the project workplan

CONTRACT CONDITIONS 

•    A standard UNESCO consultant contract will be drawn with the selected consultant. 
•    A hybrid working modality is expected, with possible travel within Europe.

CONSULTANT ON RESEARCH AND POLICY ANALYSIS REQUIRED QUALIFICATIONS

•    The applicant must have an advanced university degree in one of the following fields: education, science, economics, social science, comparative education or related applied quantitative discipline;
•    At least 2 years of relevant professional experience in education or policy research;
•    Strong research and analytical skills including data and statistics analysis; 
•    Ability to manage heavy workloads and to prioritize and juggle multiple, ambiguous tasks within tight deadlines;
•    Ability to take multi-tasks and work under time pressure; 
•    Excellent English writing skills 
•    Excellent speaking and writing skills in Greek
