Purpose of consultancy: Data analysis and validation, HIV testing and programme expertise

To provide technical expertise to the Testing, Population and Prevention (TPP) unit to validate the HIV testing questions as part of the 23-24 Global AIDS Monitoring reporting. 

This information will be used to track uptake of WHO HIV testing policies, as well as the number of HIV tests performed and number of positive tests. This information will be used by WHO and Global AIDS Monitoring partners UNAIDS and UNICEF.

Background  

The TPP Unit coordinates activities across HIV, Hepatitis and STIs, developing normative guidelines and collaborates with countries to implement most effective approaches. In order to understand country implementation and impact of WHO guidelines, it is important to monitor and report the uptake of WHO’s recommendations and track important implementation indicators. In the context of HIV testing, WHO coordinates with UNAIDS and UNICEF to complete the Global AIDS Monitoring (GAM) reporting which include the National Composite Policy Index (NCPI) policy reporting and core quantitative indicators on the number of HIV tests performed.

This information is utilized to produce global data and update WHO HTS dashboards and the WHO accountability framework related to the departmental strategy. The consultant will validate the data collected through standardized WHO procedures and produce materials for broader reporting needs. 

Consultant – Data analysis and validation, HIV testing and programme expertise Deliverables

  • Task 1: Complete validation of HIV testing policy (NCPI) and quantitative data analysis on HIV questions data within Global AIDS Monitoring 2023 to produce a policy report, as well as to produce estimates of HIV test performed and total of positive tests.
    • Deliverable 1.1: Complete round 1 of validation and clean data set to produce a report on uptake of guidelines (excel sheet) and estimates of HIV tests performed and total positive tests (excel sheet) with queries/issues for 130 (approximately) countries.
      Expected by: 30 April 2024
    • Deliverable 1.2: Complete round 2 of validation by liaising with countries and answering queries/issues and updated data excel sheet.
      Expected by: 30 May 2024
    • Deliverable 1.3: Complete round 3 of validation by liaising with 130 countries and answering queries to finalize the data (revised excel sheet).
      Expected by: 30 June 2024
    • Deliverable 1.4: Provide complete clean data files for uploading to UNAIDS policy database and WHO HTS dashboard (provide final excel files).
      Expected by: 30 June 2024
  • Task 2: Produce short WHO draft report for accountability framework, along with slides on Global AIDS Monitoring (GAM) and National Composite Policy Index (NCPI).
    • Deliverable 2.1: Analyze data provided under Task 1 and producing the numbers and information needed for WHO/GAM reporting (tables/graphs).
    • Deliverable 2.2: Provide a draft report and slides of final data set on key updates.

Consultant – Data analysis and validation, HIV testing and programme expertise Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in public health and/or social science.

Experience:  

Essential:

  • At least 5 years of HIV experience.
  • 2 years of data analysis and report writing experience.
  • 1 year of data analysis experience with Global AIDS monitoring and programme data.

Skills: 

  • Good communication, presentation and coordination skills.

Languages required:

Essential:  

Expert knowledge of English.

Location 

Off site: Home-based.

Travel 

The consultant is not expected to travel.  

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

N/A

Expected duration of contract: 

5 months.
