International Consultant, Climate Information Services Result of Service
Background and Organizational Setting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This consultancy is managed by UNEP’s Early Warning and Assessment Division. The Early Warning and Assessment Division is responsible for analyzing the state of the global environment, providing early warning information, and assessing global and regional environmental trends to catalyze and promote international cooperation and action on the environment.
In response to requests from the Member States, the Climate Services and Capacity Building Unit builds country capacities in the collection, management, and use of environmental and climate data, information, and knowledge for early warning, planning, policymaking, preparedness, and response actions.
International Consultant, Climate Information Services Duties and Responsibilities
The International Consultant, Climate Information Services (International Consultant Level C), will report to the Chief Technical Advisor of the Project Management Unit (PMU) of the Early Warning and Assessment Division, UNEP, based in Dili, Timor-Leste. The consultant will serve to implement portions of the USD 21.7 million GCF programme, “Enhancing Early Warning Systems to build greater resilience to hydro meteorological hazards in Timor-Leste”.
The project will be implemented across five years and aims to deliver transformative impact to the entire population of Timor-Leste, including 1.03 million as direct beneficiaries (80% of the population), directly contributing to the attainment of selected targets and indicators of Article 7 of the Paris Agreement, Sustainable Development Goal (SDG) 13 on Climate Action, SDG 3 on Good Health and Well-Being and the Sendai Framework for Disaster Risk Reduction.
Under the general supervision of the Chief Technical Advisor, in the PMU of Early Warning and Assessment Division, UNEP, based in Dili, Timor-Leste the specific duties and responsibilities of the incumbent will be as follows:
The consultant will contribute to activities in the UNEP GCF Early Warning Project [FP 171] under Activity. 1.1 : Establish institutional and policy frameworks, legislation and delivery models for climate services and Sub-Activity 1.1.1 – Establish a National Framework for Climate Services and 1.1.4 – Mainstream climate risk knowledge into health, agriculture, disaster risk reduction and other sectors. The Project is in process of developing a National Framework for Climate Services (NFCS) to coordinate, facilitate and strengthen collaboration among national institutions for enhanced use of climate information and provision of climate services in Timor- Leste, under this activity and sub-activity.
To clarify and formalize the mandate of DNMG and its relationship with other national institutions and sectors, this sub-activity will also support Timor-Leste to develop a draft Meteorology Act for approval by the Council of Ministers and a National Meteorological Strategy to guide its implementation.
The Act will mandate the responsibilities of the DNMG to provide weather and climate services (including flood forecasting) and formalize the DNMG’s role in monitoring and analyzing changes, advising on adaptation, contributing to warnings, and briefing delegates to international climate forums. It will also formalise its relationship with other agencies – including the National Directorate of Water Resources Management (DNGRA), which has the mandate for hydrology and hydraulics.
So, the National Meteorological Strategy and Act will formalize DNMG’s role in inter-agency partnerships, as well as provide budget security. The draft National Meteorological Strategy will document the process by which DNMG will put its Meteorology Act into operation.
Hence, the consultant will be expected to deliver following key deliverables, over a period of maximum 24 months from the date of the assignment:
1. To develop the National Meteorological Strategy for Timor-Leste
2. To develop the National Meteorological Act for Timor-Leste
3. To develop National Climate Sector Action and Communication Plan (CSACP)
4. To develop Sector Specific Climate Training Program (SSCTP) The consultant must do the desk research, prepare the draft National Meteorological Strategy, National Meteorological Act, develop National Climate Sector Action and Communication Plan (CSACP)and Sector Specific Climate Training Program (SSCTP)followed by several consultations with responsible government authorities (especially National Directorate for Meteorology and Geophysics (DNMG), National Directorate for Water Resource Management (DNGRA), Minister of Tourism and Environment, National Designated Authority (NDA,) Civil Protection Authority, different Sectoral Government Departments etc.).
The Consultant will also refer to the National Framework for Climate Services (NFCS), which is being developed under the project by the Technical Partner – Regional Integrated Multi-Hazard Early Warning System (RIMES). The consultant has also to closely collaborate with all the crosscutting experts (Gender, M&E etc.) and the Project Manager of the UNEP Project Management Unit (PMU), based at Dili, Timor-Leste, in addition to the Chief Technical Advisor (CTA), for developing and delivering all outputs and ensure they are in line with the Gender Action Plan, Stakeholder Engagement Plan, etc.
Specific Tasks and Responsibilities
The consultant is expected to work closely with UNEP, the PMU Chief Technical Advisor and national project teams and focal points to develop the following ultimate outputs:
1. Develop work plan.
2. National meteorological strategy in Timor-Leste
3. National meteorological act in Timor-Leste
4. Development of Climate Sector Action and Communication Plan (CSACP).
5. Development of Sector Specific Climate Training Program (SSCTP)
6. Lessons learned report.
These tasks have been described in further detail below:
1. Develop Work Plan and Timeline for the whole assignment in three phases. • Prepare a workplan for the expected outputs including a detailed timeline for a maximum period of 24 months.
2. National Meteorological Strategy in Timor-Leste
• Develop a National Meteorological Strategy for Timor-Leste DNMG. The objective is to document the process by which the DNMG will put the Timor-Leste Meteorological Strategy and the Roadmap for Strengthened Climate Services into operation. Timor-Leste will document the process by which the DNMG will put its proposed Meteorology Act into operation.
• Conduct in-country stakeholder consultation workshops/meetings to inform the development of the National Meteorological Strategies for Timor-Leste.
• Conduct in-country stakeholder consultation workshops/meetings to review the National Meteorological Strategy for Timor-Leste
• Ensure Gender Responsive actions are included in the National Meteorological Strategy for Timor-Leste
3. National Meteorological Act in Timor-Leste
• Develop a national Meteorology Act for presentation to Timor-Leste Parliament with the help of DNMG, to support its NFCS.
• Conduct in-country stakeholder consultation workshops/meetings to inform the development of the Timor-Leste National Meteorological Strategy
4. Climate Sector Action and Communication Plan (CSACP), Planning for the Sector Specific Training and Organization of Training (SSCTP):
The Project will support a systematic five-year process of integrating climate considerations into the decision making and planning of government, private and community sectors by supporting them to understand and appropriately utilize climate information services supplied by DNMG. Hence, the Consultant need to develop A National Climate Sector Action and Communication Plan (CSACP) which should be co-developed with key stakeholders in each of the five Global Framework for Climate Services (GFCS) priority sectors – health, agriculture and food security, disaster risk reduction, water, and energy.
The recommendations from the CSACP and sector-specific data and information products will be used to conduct sector specific training by DNMG for the five GFCS priority. 8/8 sector agencies on climate basics and the logistics of integrating climate information and climate change knowledge into the functions of their agencies. 5. Lessons learned report. • Compile lessons learnt. • Prepare a comprehensive final report with lessons learnt.
Qualifications/special skills
An advanced university degree (master’s or Higher) in environmental science, climate change, meteorology or a similar related field is required. minimum of 10 years progressively responsible experience in climate information services, demonstrated experience in developing climate information frameworks, policies, sector action plans, communication plans and demonstrated successful experience in formulation and delivery of climate information training programme materials is required.
-Experience in the policy development process associated with climate information and early warning is an asset. -Experience in working and collaborating with governments and Hydromet Services in the Pacific region is desirable. -Previous work experience undertaking similar activities in the Pacific region is highly desirable.
