| Roster of Consultants – Quality Assurance Contractual Arrangement: External consultant Contract Duration (Years, Months, Days) Closing Date: Mar 2, 2024, 12:59:00 AM Primary Location: Anywhere Roster of Consultants – Quality Assurance Purpose To run and evolve the process for reviewing learning materials and contribute to improving the learning programme quality system. Background The WHO Academy is a priority special initiative of the WHO transformation agenda and supports accelerated learning and capacity building towards achievement of the 13th General Programme of Work targets. On 11 June 2019 the President of France and the Director-General of WHO signed a Declaration of Intent to establish the WHO Academy that will revolutionize lifelong learning in health. The Academy brings together adult learning science, behavioral science and cutting-edge learning technologies such as artificial intelligence and extended reality with WHO’s norms, standards and evidence to deliver high impact accredited and tailored multilingual learning to meet diverse needs. The Academy is open to a wide range of multisectoral stakeholders that can influence health, including leaders, educators, researchers, health workers, WHO staff and the broader public. The overall goal of the Roster of Consultants is to support the learning and development needs of WHO staff and stakeholders to progress towards WHO’s “triple billion” goal: ensuring that by 2023, an additional 1 billion people benefit from universal health coverage; 1 billion more are afforded better protection in health emergencies, and 1 billion more enjoy improved health and wellbeing. The Academy will be officially launched in 2024 with courses in six languages covering competencies across it’s triple billion goals. Deliverables Deliverable 1: Run and evolve a robust process for reviewing learning materials that aligns with WHO Academy’s quality standards and the learning recognition framework. Deliverable 2: Evolve and improve the learning programme quality system processes to enable quality assurance for different types of learning programmes and products. Deliverable 3: Identify and implement improvements to the learning programme quality system and provide best practice guidance and examples. Roster of Consultants Qualifications, experience, skills and languages Educational Qualifications: Essential: University degree in one of the following fields: Education, Education technology, Learning technology, Quality management or any related fields. Desirable: Master’s degree or post-graduate degree in education, education and learning technology, quality management or any related field. Experience Essential: At least 5 years of relevant experience in one or more of the following fields: Teaching, Assessment, Instructional design, Quality assurance, Credentialing in education or any related field. Skills: Excellent written and verbal communication skills and attention to detail. Knowledge of quality assurance, assessment and award systems and processes in education and learning. Ability to work collaboratively with diverse stakeholders in multidisciplinary and multicultural settings. Good knowledge of MS Office including SharePoint, Teams, Word and Excel. Ability to work independently and remotely. Languages required: Essential: Expert knowledge of English. Desirable: Expert knowledge of French or Spanish. Intermediate knowledge of any other WHO language. Location Off site: Home-based. Travel The consultant is not expected to travel. Remuneration and budget (travel costs are excluded): Remuneration: Band level B – USD 7,000 – 9,980 per month Living expenses (A living expense is payable to on-site consultants who are internationally recruited): N/A Expected duration of contract: 6 months.
