Project Manager Job Description
UNDP’s 2022-2025 Strategic Plan emphasizes the critical links between environmental sustainability, climate change mitigation and adaptation, and broader efforts to achieve the goals of the 2030 Agenda and Paris Agreement. As part of the Global Policy Network in the Bureau for Policy and Programme Support, UNDP’s Environment Team promotes and scales up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, mitigate conflict, forced migration and displacement, and promote more resilient governance systems that advance linked peace and security agendas.
Within this portfolio, the Environment Team has signed a cooperation agreement for the project “Promoting the mobilization of Green Finance in the LAC region to accelerate the implementation of NDCs as a pathway for regional environmental sustainability and resilience” (the Project) in coordination with the Swedish Cooperation (SIDA) to mobilize resources to work on green finance for nature in Latin America. The three-year initiative seeks to leverage transformational change to enable the mobilization of climate and green finance in the region through common approaches focused on making public investments more efficient, and capable of unlocking additional finance and investments that serve to reinforce sustainable development initiatives including ecosystem regeneration strategies that favor inclusivity and climate resilience.
The Project is possible due to a financing agreement between Sweden, represented by the Swedish International Development Cooperation Agency (SIDA), and The United Nations Development Programme (UNDP) with the general objective of promoting and scale-up the mobilization of green finance to accelerate the implementation of NDCs in the LAC region. The Project while looking to develop regional strategies and knowledge management, will focus its implementation within the Central American and Andean regions.
The Project will frame its objectives around three main workstreams that will directly influence the structural changes to foster the mobilization of green finance at the national level within the LAC region:
- Data generation and knowledge management.
- Institutional and regulatory frameworks for climate change.
- Nature finance mobilization.
The Project objectives and strategy take into account the current USD 4.1 trillion financial global gap that needs to be addressed to meet the climate change, biodiversity, and land degradation targets for 2050 as well as the need to better align public and private financial flows to address both the climate and nature crisis within the region. Hence, it is focused on identifying synergies for integrating the role of nature to meet NDC targets for both mitigation and adaptation while creating national and regional capacities to crowd in new investment sources and to better mobilize public finance through green budget tagging methodologies that mainstream climate and nature.
Project Manager Duties and Responsibilities
UNDP is seeking to recruit a Project Manager to support countries in the LAC Region by implementing the “Project” while ensuring coordination around the regional support that is being provided for the implementation of the NDCs.
The support provided by the Project Manager will have the following objectives:
a) Lead the implementation and monitoring of the “Project” and provide its technical cooperation in close coordination with the LAC environment team.
- Lead the strategic planning of the project in coordination with LAC UNDP Climate Strategies and Policies Regional Technical Advisor (RTA and Regional Technical Lead (RTL), including the formulation of the project’s annual work plan and budget as well as human resources, procurement, budgeting, operations, and overall project execution plans.
- Quality and timely management of the project life cycle, including compliance with programmatic and financial deliverables and Project reporting, in accordance with project documents, guidelines UNDP policy and program management procedures, and governmental norms, rules and regulations.
- Act as senior advisor on issues related to Project activities.
- Ensure that all Project interventions integrate a gender equality/mainstreaming perspective to the extent that the local context allows.
- Ensure proper implementation of all administrative activities, including establishing and maintaining effective liaison with country office functional areas and units (i.e. programme, monitoring and evaluation, finance, resource human resources, procurement, and supply management).
- Identify opportunities for synergies with other projects within and outside UNDP to advance key objectives.
- Cultivate and maintain strong relationships and strategic linkages with implementation and development partners, government officials, companies, NGOs, other national and regional stakeholders, and grantees to support and ensure accurate interpretation of key objectives, and promote inclusive project implementation.
- Communicate relevant and critical information to the main implementing partners and members of the project governance bodies, and contribute substantially to project visibility efforts. Make recommendations to the country office management team on activities with the potential for scaling up, replicability and synergies.
- Provide technical support to implementing partners and act as a liaison between UNDP and partners.
b) Aid in the development of knowledge management and advocacy support material by integrating results from the project implementation and that may be useful as part of the larger work of the LAC Environment Team.
- Contribute to a strategic understanding of, and engagement with the substantive technical issues, institutions, and processes within the region, including establishing contact and identifying strategic partnerships with other agencies, donors, NGOs, the private sector, scientific institutions, and the like.
- Support the development of policy analysis, tools, guidance, and strategic UNDP policy position papers and internal briefing notes and keep the NCE&W Regional Team Leads and relevant counterparts in the Regional Bureaus informed of trends and issues with respect to the substantive technical area.
- Contribute to the preparation of regional, training, and Community of Practice meetings.
c) Provide technical and strategic backstopping to countries in the LAC region in support of the Climate Promise initiative with the aim of enhancing strategic coordination, partnership engagement and alignment with the Project.
- Facilitate and provide quality assurance for planning and design processes for country plans, to ensure the alignment with the “Project”. This includes advising both UNDP Country Offices involved (COs and country coordinators directly in reference to ongoing activities at the country level are technically robust and allow for strategic coordination with the project.
- Provide quality assurance for implementation of support to countries in the region through the rollout of the Climate Promise: This includes ensuring technical oversight, as needed, to ensure an integrated service offer is provided to support country Governments to enhance their NDC by taking into account the additional support provided through the project.
- Facilitate partnership engagement and inter-agency coordination at the regional level: in line with the corporate partnership engagement effort.
- Facilitate coordination among key partners within the region in order to promote synergies and strengthened collaboration to maximize the impacts of support to countries.
- Provide support on documentation and communication of results under the Climate Promise in the region, by
- integrating the work developed through the “Project”. This includes liaising with other thematic teams at the UNDP Headquarters in NY and Regional Hub in Panama on discussions with UNDP COs, encouraging the exchange of relevant information, experiences, and lessons learned; and supporting/advising COs on potential communications and visibility efforts to promote key results. This also requires providing input to any products or materials that aim to capture the results of the Climate Promise support in Latin America.
The Project Manager performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Project Manager will work under the supervision of the UNDP Climate Strategies and Policies Regional Technical Advisor (RTA) and Regional Technical Lead (RTL), at the UNDP Regional Hub in Panama, and will coordinate activities with the broader environment team under the Climate Hub. S/he will be expected to work in alignment with the working hours per the time zone for Panama.

Project Manager Required Skills and Experience
Education:
- Advanced university degree (Master´s degree or equivalent) in Sustainable and/or International Development, Environmental Sciences, Climate Change, Finance, Economics or similarly related fields; or
- A first-level university degree (Bachelor’s degree) in the above fields in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
- Minimum of 7 years (with Master´s degree) or 9 years (with Bachelor´s degree) of experience in project management support or policy advisory support in climate change, sustainable development, environment, or other related fields.
- Knowledge and experience working in climate change, climate finance and project management.
- Experience in project, financial and operational management.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.), and web-based management systems, and advanced knowledge of spreadsheet and database packages.
Project Manager Languages:
- Fluency in English and Spanish (written and verbal) is required.
