Purpose of Finance and Administration Officer Job

The Finance and Administration Officer provides technical and overall support in and/or ensures the development and implementation of financial, accounting, budgetary and resource mobilization as well as management policies, strategies, procedures and contributes to optimization in the use of the Commission’s resources.

Finance and Administration Officer Main Functions

•    Coordinates programme and operations budgetary planning and preparation processes;  
•    Ensures financial accounting is done in compliance with AU guidelines and generally acceptable accounting principles; 
•    Leads the preparation and submission of IPSAS Complaint annual financial Statements, including annual budget execution reports, quarterly financial statements for programme and operational budgets; 
•    Monitors all accounts to ensure their accuracy and completeness; 
•    Monitors and controls expenditure within the approved budget; 
•    Assesses the financial contributions of participating countries and liaises with relevant national focal points for their collection; 
•    Liaises with external financing sources, including relevant offices for the mobilisation of resources in support to the ACHPR Process; 

•    Ensures the provision of adequate financial back up to the meeting of ACHPR Panel, ACHPR Forum, Country Review Missions and the preparation of Country Periodic Progress Reports of the implementation of their Programmes of Action; 
•    Providing strategic advice and guidance on all issues of financial management; 
•    Managing the performance and development of finance unit staff 

Finance and Administration Officer Specific Responsibilities

•    Manage and Supervise the work of the direct report(s) 
•    Coordinate and direct the day-to-day work and activities of the entire Unit with zero tolerance on failure to meet deadlines. 
•    Ensure the proper application of the Financial Rules and Regulations of the African Union and policies and procedures of management established by the Commission Compliance matters 
•    Contribute to the development of management policies, strategies and procedures, monitor their implementation, review their relevance and take appropriate measures to optimize management of resources of the ACHPR.  
•    Promote best management systems and practices, develop internal controls, as well as ensure transparency and the obligation to justify expenditure. 
•    Liaise and consult with oversight bodies (the Board of External Auditors, African Union Commission and Office of Internal Audit Services), ensure implementation of their recommendations as appropriate through recommendations for changes in policy and/or work procedures or taking an action. Budgeting and Finance matters: 
•    Coordinate and supervise the preparation, presentation, defence, implementation and monitoring of the budget of the Commission. Ensure monthly budget reports to different units (Users) 
•    Coordinate and supervise all accounting transactions, the periodic production of management accounts and financial statements, activity reports and programme management reports. 
•    Oversee the timely payment of salaries, allowances, entitlements to members and Staff of the Commission, payments to suppliers and other service providers, leveraging suitable technology and simplifying accounting processes. 
•    Coordinate and oversee the development and management of budgets to ensure all red flags are timely reported and action are taken timely. 
•    Ensure all required Financial and Accounting reports as outlined in the Financial Rules and Regulations are processed timely including SAP reporting and updating. 
•    Ensure timely Financial reporting of ACHPR after all the due diligence work is done on the accounts;  
•    Responsible for resource mobilization in coordination with ACHPR Executive Secretary and other Heads of Units and Resource Mobilization directorate in AUC HQ 
•    Ensure all fund related financial plans, invoices, reports, and other documents are accurate, timely, and consistent with the AU fund management standard; 
•    Prepare and file the fund’s prospectus; 
•    Performs any other duties as may be directed or required 
 

Finance and Administration Officer Academic Requirements and Relevant Experience

•    A Bachelor’s degree in Accounting, Finance, Business Administration, or related field with five (5) years of experience in accounting and financial audit, in preparing IPSAS compliant Financial Statements of which two (2) years at supervisory level. 
OR 
•    A Masters level of academic qualification in the above-mentioned fields of study or related, with a minimum of two (2) years relevant work experience (as indicated) with supervisory exposure is accepted as well. 
•    Professional qualification such as CPA, CA, ACCA, CIMA or equivalent is added advantage.  
•    Certification in International Public Sector Accounting Standards (IPSAS) from a recognized professional accounting body is a requirement or proven work experience with training in IPSAS. 
•    Work experience in SAP or any ERP system is mandatory 
•    Hands-on experience in budget preparation and administration in African Union or similar international organization is required; 
•    Advanced knowledge in the application of Microsoft Office Suite particularly Excel and PowerPoint

•    Proficiency in one of the AU Official working languages (Arabic, English, French, Portuguese, Kiswahili, Spanish).  
•    Proficiency in one of the AU officials working languages is required, Good knowledge of at least one other language above-mentioned will be an added advantage 
•    Ability to successfully manage teams in a multicultural and multilingual environment; 
•    Financial management and analytical skills; 
•    Excellent interpersonal, report writing and communication skills; 
•    Excellent computer skills with practical knowledge of Microsoft Office Suite. • Ability to effectively lead, supervise, mentor, develop and evaluate staff

TENURE OF APPOINTMENT:

The Finance and Administration Officer appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the Finance and Administration Officer contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

REMUNERATION:

Indicative basic salary of US$ 31,073.00 (P2 Step1) per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), a Housing allowance of US$ 15,897.60 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
