AUDA-NEPAD Launches COYWA Sub-Delegation Call to Empower African Youth & Women

Overview

The African Union Development Agency (AUDA-NEPAD) has officially opened a Call for Proposals for sub-delegates under its Creating Opportunities for Youth and Women in Africa (COYWA) initiative. This strategic funding program aims to support inclusive development across the continent by empowering young people and women through entrepreneurship, capacity building, and socio-economic inclusion.

Why This Call Matters

COYWA is more than a grant program—it’s a continental effort to tackle systemic barriers facing youth and women in Africa. Despite the continent’s demographic dividend, many young people and women struggle with limited economic opportunities, access to finance, leadership roles, and digital inclusion.

By delegating parts of the program to capable regional or national partners (sub-delegates), AUDA-NEPAD intends to localize interventions, build stronger stakeholder coalitions, and ensure that program delivery drives real, measurable change in different African regions.

This sub-delegation strategy enables tailored implementation, aligning COYWA objectives with regional realities across major African regional economic communities (RECs), including EAC, COMESA, SADC, ECOWAS, and ECCAS.

Who Should Apply

This call is ideal for organizations that:

  • Are legally registered in an African Union Member State.
  • Have at least two years of operational experience, particularly in youth or gender-focused development.
  • Demonstrate strong institutional capacity for financial management, reporting, and project implementation.
  • Work in one or more of the eligible RECs (EAC, COMESA, SADC, ECOWAS, ECCAS) and are ready to implement regional or national programs.
  • Operate in sectors aligned with empowerment of women and youth: entrepreneurship, vocational training, digital inclusion, social services, gender-based violence (GBV) prevention, and leadership development.

What the Sub-Delegates Will Do

Selected sub-delegate partners will be responsible for:

  • Coordinating and managing regional or country-level projects under COYWA.
  • Building partnerships across government, civil society, and private sector stakeholders.
  • Promoting youth and women entrepreneurship, leadership, and economic inclusion.
  • Implementing digital inclusion initiatives—enhancing access to technology for under-served youth and women.
  • Strengthening monitoring, evaluation, and learning systems to measure impact and report back to AUDA-NEPAD.
  • Ensuring sustainability and local ownership of interventions beyond the grant period.

  6. Demonstrate Local Impact: Highlight how your strategy will empower youth and women in your region, and how you’ll measure and sustain this impact.
